This discussion was insightful and relied on scholarly inquiry that leveraged the unique experiences of each of the officers interviewed. The officers identified broader problems regarding the management of personnel: -Administrative hurdles -Variation across the services in terms of implementation of incentives and programs -Cultural opposition (specifically regarding intermission programs--pay me now vice pay me later / for longer) The authors conclude flexibility in the management of personnel and a wider aperture is required.
