It's Sunday Somewhere? :) This weekend was too busy to finish the #drone paper I was working on. I'm excited to get it out, but - in the meantime - I want to ensure I provide something of substance. My next paper will analyze the #SouthChinaSea through the lens of what industrial standards say about #Turkey, #Iran, #Ukraine, and #Yemen. Consider this a worthwhile primer if you're not a Turkey expert. I wrote this piece in 2021 for the Cornell University Institute of Peace and Global Affairs, not knowing how salient it would be then. As a social scientist, technologist, and intelligence analyst, I'm glad I spent time learning about the region. Much has changed since then, but so much of what I learned in this paper allows me to understand today in a different light. I'll get the next paper out soon - until then, Turkey. Let me know what you think! #SundayRead #GeoPolitics #Technology and #Policy United States Department of Defense, Defense Innovation Unit (DIU), Office of the Director of National Intelligence, United States Marine Corps, US Army, US Navy, United States Air Force, United States Space Force, Marine Forces Special Operations Command (MARSOC), Joint Special Operations University, Joint Advanced Warfighting School (JAWS), Dwight D. The Pentagon is pressing ahead with new tech and new tactics in 2024, many inspired by the conflicts in Ukraine, the Red Sea, and elsewhere. It's also working hard to boost production of existing weapons and figure out just how it would wage a major conflict in the Pacific. But progress has been hindered by the budgetary chaos in Congress, where debate is just beginning on next year's spending plan. Defense One is proud to present State of Defense 2024, a service-by-service look at how the Army, Navy, Air Force, Marine Corps, and Space Force are modernizing and positioning for the year ahead. “To prevent cold-war competition from devolving into a hot war, it’s time to innovate as if the free world depended on it.” Secretary Leon Panetta and Congressman Mike Gallagher call on senior defense leaders and policymakers to hasten the shift toward a culture of #innovation by investing in projects like the Naval Innovation Center (NIC) at the Naval Postgraduate School. The Naval Innovation Center offers "a unique national resource: a center for the military’s brightest minds, tasked with removing barriers to innovation and accelerating the Pentagon’s adoption of commercial technology." No one innovates alone. The Naval Innovation Center at NPS is a catalyst for the broader defense innovation ecosystem, bringing together DOD, industry, and academia to address the operational challenges we face with the incredible talent being developed through education and research at NPS. There is no other place that has the same mix of Joint, Combined, and intergenerational students working side by side to drive the adoption of new practices. In his INEC Closing Address, VAdm Paul Marshall, DG Gateway at the UK MoD, urged engineers to regain their strategic voice and inform choices so we can adapt at the speed of relevance, quoting Second Sea Lord, VAdm Martin Connell CBE: “if we do not innovate we risk becoming obsolete”. Majoring on 2 themes of collaboration and skills, he noted that “we are most successful when the military, industry and academia come together” and with “no single navy dominant, collaboration is essential”. On skills he suggested that the role of engineers needs to shift and a clear investment strategy for skills is needed. The challenge is “more than just focusing on numbers” as we must “reduce the burden on engineers and increase the speed to competence”. He noted that during the conference “some of the best ideas had come from the youngest and smallest voices” and that INEC had enabled us to come together to discuss the “common cause of engineering without the burden of politics”. Leaving us with a challenge that we “must be able to experiment and fail in peace so we can adapt and win in war”. #imarest #naval #engineering #royalnavy

War in Ukraine, Challenges to democracies by a growing and aligned group of autocratic nations, the thawing Arctic, climate change, outer space, as well as the development of Emerging Destructive Technologies such as cyber, AI, hypersonic and quantum computing, all have ALLIED MARITIME COMMAND #MARCOM attention. NATO faces a wider range of challenges, across more domains and of greater complexity, than at any time in the last 75 years.
MARCOM continued to celebrate NATO’s 75th anniversary this week, with a Maritime Power Conference – hosted by RUSI – at HMS President in central London. ? Senior naval officers and academics from across the Alliance attended the event, taking part in a series of speeches, discussions and workshops. They addressed many of the issues central to NATO’s all-domain approach to sea power, and the challenges facing the Alliance as it defends the security of its one billion citizens. NATO’s strength continues to be its ability to evolve and adapt to the changing security landscape throughout its 75-year history. MARCOM Deputy Commander French Navy Vice Admiral Didier Maleterre opened the conference with a keynote speech. ? “In 2022, in response to the Ukraine invasion, NATO activated its defence plans and made haste to reform them to meet the new needs of a darker 21st Century than we had hoped for,” he said. “The new approach is called the Concept for the Deterrence and Defence of the Euro-Atlantic Area. Challenges to democracies by a growing and aligned group of autocratic nations, the thawing Arctic, climate change, outer space, as well as the development of Emerging Destructive Technologies such as cyber, AI, hypersonic and quantum computing, all have our attention. In summary, NATO faces a wider range of challenges, across more domains and of greater complexity, than at any time in the last 75 years.” MARCOM’s Political Advisor, Professor James Bergeron, explored how NATO should respond to the main threats at sea including the role of deterrence in the maritime domain. Other topics included how Allies should structure their forces of the future while attracting talent; and the long-term challenges of moving into new theatres of operation such as the Arctic. MARCOM’s Commander Submarines NATO, US Navy Rear Admiral Tom Wall, discussed “strike and power projection”, including the challenges of generating effects inland from the sea. Obtaining warfighting advantage in the Baltic and Black Seas was the focus of a high-level panel discussion between the Chief of the Royal Swedish Navy, Rear Admiral Ewa Skoog Haslum, Chief of the Romanian Navy, Vice Admiral Mihai Panait and Chief of Norwegian Joint Headquarters, Vice Admiral Rune Andersen. #1NATO75years #WeAreNATO Royal Navy | Royal United Services Institute | NATO
