Use Leads? Or go Contacts-only in Salesforce? I think there is only one right answer... I'm a big fan of a hybrid, (mostly) Contacts-only set up in Salesforce. If it is in your ICP, you should have an Account and every prospect from the Account should be a Contact in Salesforce. If it does not match your ICP, it should stay as a Lead in Salesforce. Why not go 100% Contacts-only and completely abandon the Lead object? Because it then forces you to either create "junk" Accounts outside of your ICP or create "orphaned" Contacts without an Account.
