Calif. passes Hollywood AI bills

This is fantastic news, not just for voice actors in California, but for professionals worldwide. As the saying goes, 'As California goes, so goes the nation.' And when it rains in the U.S., the rest of the world grows.

Today is a historic day in the State of California as Governor Newsom signed two bills which help performers protect the use of their voice and likeness for AI generated digital replicas. AB 2602 and AB 1836 will help ensure the responsible and ethical use of AI and will strengthen protections for actors and performers. Congratulations to SAG-AFTRA, who worked tirelessly on this bill. And thank you to Governor Gavin Newsom and the legislature for keeping the protection of workers as California’s North Star. California Gov. Gavin Newsom visited SAG-AFTRA headquarters on Monday to sign two bills regulating the use of performances generated by artificial intelligence. The actors’ union lobbied for passage of the legislation, which builds on the protections won during the four-month actors’ strike against the major studios last year. California Gov. Gavin Newsom has signed two bills into law limiting the use of AI digital replicas of performers. AB 2602 requires a clear description and legal representation when using digital replicas, while AB 1836 mandates consent from estates for deceased performers' replicas.

Passing California AB1836 is a solid move—protecting the likeness of established personalities makes sense. But I don’t think this is a big win for SAG or others in the industry. Sure, this law makes it harder to directly use someone like James Earl Jones’s voice without permission, but tools like 11 Labs still let you create voices that sound very similar. So, while I can’t use the original, I can get close enough with AI—and it’s basically free. Ultimately, AB1836 is a good start, but it won’t solve the bigger issue of how AI is reshaping entertainment. It blocks one path, but there are still plenty of ways around it.
