Position Description

Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. We invest in programs that help people gain independence and success.

The Quality Assurance Analyst (Senior Accountant) will conduct fiscal contract monitoring, conduct fiscal risk assessments for department RFP processes and track HSD’s partner agency independent audit reporting requirements. Acts as a subject matter expert on City, State of Washington as well as Federal Uniform Guidance compliance principles. Assists division program specialists with on-site annual contract monitoring by leading and conducting fiscal review of selected contracts in accordance with Federal uniform guidance, state guidelines, generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) and HSD standards.

Job Responsibilities

  • Monitor, collect, and maintain fiscal documentation of fiscal compliance review of HSD service agreements.
  • Act as a subject matter expert on compliance principles, federal/state fund source requirements, and accounting policies and procedures needed to ensure good stewardship of public funds.
  • Support HSD by 1) assisting in the strategy development to address current risks, 2) proactively working with stakeholders to update policies and procedures, and 3) assisting in advising staff on questions of policy, compliance and risk.
  • Conduct desks reviews and on-site fiscal reviews of HSD passthrough contracts in accordance with Federal uniform guidance, state guidelines, generally accepted accounting principles (GAAP) and HSD standards.
  • Provides technical assistance as appropriate to division program specialists monitoring activities.
  • Conducts fiscal risk assessments as part of HSD request for proposals (RFP) processes providing insights to divisions on the overall fiscal health and capacity to manage public funds for potential new awardees.
  • Monitors partner agency independent audits, documenting findings and corrective action responses.
  • Assist Senior Quality Assurance Analysts during comprehensive agency reviews, funding processes, and special projects to assess agencies’ overall health and compliance with Federal, State, and local requirements.
  • Assist in the development of training materials for conducting financial reviews, analysis, monitoring, and internal control assessments.
  • Perform other related duties of a comparable level/type as assigned.

Qualifications

Minimum Qualifications:

Education: Bachelor’s degree in accounting or related field (requires satisfactory completion of at least 24 semester hours or 36 quarter credit units in accounting with no substitution allowed)

Experience: Requires a minimum of three (3) years professional experience in general or governmental accounting (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Desired Qualifications

  • Four (4) years’ experience in fiscal compliance monitoring, audits or grant accounting including using financial systems, spreadsheets and data, and financial reporting. CPA desired.
  • Knowledge of the Uniform Guidance for Federal Awards highly desired, specifically experience working with Medicaid and HUD program guidelines.
  • Experience contract and/or grant monitoring for compliance with fiscal and programmatic standards including implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations.
  • Experience in project management, preferably in the areas of contract compliance, monitoring, auditing or fiscal controls.
  • Experience in providing technical assistance to strengthen compliance with contract terms, fiscal compliance matters and providing subject matter expertise support on related policy and procedure development.

To Be Successful In This Role You Will Need

  • Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with peers, external partners, and HSD leadership in person and virtually.
  • Understanding of race & social justice principles and impacts of systemic racism and oppression on communities served by the Human Services Department.
  • Demonstrated proficiency with standard computer software including Microsoft Office (i.e. Outlook, Word, and Excel).

Additional Information

Hiring process involves background check of conviction and arrest records in compliance with Seattle’s Fair Chance Employment Ordinance, SMC 14.17. Applicants will be provided an opportunity to explain or correct background information.

The full salary range for this opportunity is $46.40 - $54.00 an hour.

We anticipate conducting interviews the week of April 14th.
