PROJECT MANAGER FACILITIES MANAGEMENT SERVICES
INTRODUCTION
Located in DC/MD, the Project Manager's core working hours are 8:30 am to 5:00 pm, Monday through Friday. The full-time position offers a competitive salary and a comprehensive benefits package.

The Project Manager (s) must be present during regular hours during the workweek. The Project Manager is responsible for the successful operation, scheduling, and financial management of a total facilities management contract of over $3 million. The Vice President of Contract Operations supervises this position.
Key Responsibilities
The Total Facilities Management Project Manager supervises all staff at the assigned contract site. The Project Manager is responsible for the supervision of all assigned employees, including Site Supervisors, Foremen, and Lead Workers.

The Program Director supervises the incumbent.
Physical Qualifications
The incumbent must be able to stand 50% of the work time and sit 50% and must be able to lift/carry 30 pounds and push/pull 30 pounds. These requirements are necessary to inspect work areas and carry out administrative duties. They must be able to climb, stoop, kneel, and reach to climb stairs; they must be able to hear and speak to communicate with supervisors, staff, contract officials, etc. Good vision and depth perception are required to inspect work areas and drive properly.
Qualifications
Bachelor's degree required, seven (7) years of supervisory experience overseeing 100 persons or more, and contract experience valued at $1,000,000 or more. Incumbents may supervise an average of nine (9) people. Good management and people skills. Proficient computer skills, pricing, and budget experience are required. If applicable, must be able to obtain and maintain a federal government personnel security clearance. A valid driver's license is required, and own transportation is required with the ability to travel to contract and customer sites. Secret Clearance Required. Experience must be in operating buildings of the same approximate size, scale, complexity, and building characteristics managed. This building is a single-location, multi-story office building in DC/MD. It is approximately 500,000 square feet. Experience in preparing budgets, pricing, quality control, and other contract plans and reports for sizeable custodial operation.
Must possess basic Microsoft Office computer skills, particularly Word and Excel. Must have good management, oral and written communication, and people skills. Experience dealing with high-level government and industry personnel and basic computer knowledge is required. Preference will be given to applicants with an existing industry certification (IFMA, BOMA). Must be able to work varied hours, including evenings. Must possess a valid driver's license as driving may be required.

Key Responsibilities
- Responsible for ensuring the assigned employees' proper organization, training, and management to fulfill their contract obligations and ensure they have an adequate workforce to accomplish the contract requirements.
- Supervise Project Managers, Site Supervisors, and Foreman at assigned contract locations. Prepare evaluations on assigned personnel when notification is received from Human Resources.
- Review all Disciplinary Action Forms and meet with Human Resources when a necessary disciplinary action is recommended, including one, three, or five-day suspension, termination, or removal of an employee from a site based on a demand of contract personnel.
- Maintain an appearance standard for workers to strive to meet. This should include proper uniform or smock, acceptable hygiene, appropriate shoes for the work at hand, no hats worn inside the buildings, etc.
- Coordinate staff vacation schedules and approve or disapprove, with adequate documentation, any request that is denied. Make necessary staffing adjustments to cover all shifts during scheduled vacation periods.
- Ensure the preparation of required reports to include Incident Reports, Workers' Compensation forms, Auto Loss, and Property Loss forms when applicable.
- Ensure Safety Training is conducted at each site.
- Maintains contact with GOVERNMENT REPRESENTATIVES on a regular basis and as scheduled. Ensures the work is being performed per contract specifications and keeps them informed of any special problems or schedule changes. Meets with the Program Director to review these changes and keep them abreast of contractual needs and changes.
- Monitor Quality Inspections and request appropriate training when needed.
- Reviews contract supply requisitions to ensure expenses are within budget.
- Ensure all financial statement line items are within budget constraints:
- Prepare monthly financial variance reports.
- Maintain accurate equipment inventory for all assigned sites, track all repairs.
- Responsible for monitoring hours worked on the contract sites where applicable.
- Assigned personnel attend sufficient training programs to develop their knowledge and supervisory capabilities further.
- Annually meets with the Program Director before the budget process to review the contract budget and recommend changes based on the current pricing package. Make suggestions on equipment changes and plans for capital purchases where necessary.
- Meets with the Program Director before scheduled contract renewal to review the pricing package and make any recommendations with regard to the expected scope of work, labor, equipment, and vehicles in preparation for the renewal pricing. Necessarily written justification for changes will be provided as needed.
- Assist in preparing standardization and labor hour requirements for new contract pricing, and develop supply and equipment requirements. Other duties may be necessary to provide operations and or technical data for costing packages.
