We are seeking a talented Process Engineering Senior Manager to identify and lead operational data analysis efforts supporting fact-based decision making for our water and wastewater treatment plant operations.


Skilled in process modeling and interpretation of data to facilitate analytical projections, this position regularly collaborates with diverse local graduate programs and industry professionals to drive technological and process research and advancements in water and wastewater treatment, reuse and biosolids management.


This is an exciting time to join the Raleigh Water team as we begin commissioning a state-of-the-art Thermal Hydrolysis Process (THP) advanced anaerobic digestion process (https://raleighnc.gov/projects/bioenergy-recovery-project), while continuing to maintain continuous compliance with DEQ statutes. Duties and Responsibilities

This position works with the Resource Recovery Division of our Raleigh Water department and supervises Resource Recovery Facility and Pump Station engineering inspection staff. Responsibilities include the following:

  • Works with various Program Managers and reports to the Resource Recovery Division Manager to thoroughly analyzes process functions, pilot test results, product and beta testing, process formulation and energy management recommendations
  • Serves as division technical subject matter expert on wastewater processes by conducting training and advising divisional program on effective operation of wastewater treatment plants. Identities solutions to technical challenges, reviews regulatory issues, and determines program impact in compliance with applicable regulations
  • Evaluates treatment process key performance measures, including energy and chemical usage, to identify optimization opportunities and collaborate with treatment facility managers, supervisors, and other staff to recommend and prioritize plant operations improvements
  • Assists with preparing budget estimates and business case evaluations for proposed improvements and provides input and recommendations for CIP planning
  • Identifies knowledge and data gaps and researchers information to address these items for continued successful facility operations. Supports implementations of new processes, including planned capital improvement projects such as the Bioenergy Recovery Project
  • Serves as organization liaison with wastewater associations and consultants to coordinate essential data gathering and provide technical support
  • Leads and facilitates collaborative research program for the Resource Recovery Division by identifying applied research questions and needs, seeking out and participating in collaborative research projects that address identified research needs, facilitating research project coordination, and evaluating research requests to recommend projects for participation
  • Reviews and advises on the planning, design and implementation of new processes and technology upgrades at the Resource Recovery facilities
  • Plans and designs review meetings regarding capital improvement project planning documents and designs for Resource Recovery Facility Improvements. Serves as a reviewer of all engineering activities, including coordination with contractors and designers along with facility operations and maintenance staff
  • Provides regulatory tracking and permitting support for the Resource Recovery Division by assisting with permit renewal and modification applications, monitoring regulatory trends and assessing potential operational impacts
  • Supervises staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures


Typical Qualifications

Education and Experience:

Bachelor's degree in engineering or directly related field, five years of professional engineering and/or construction/project management experience and two years of supervisory experience


OR


An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.


Licensing and Certifications:

  • Professional Engineering (PE) Registration
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Preferred Qualifications:

  • Certified Water or Wastewater Treatment Operator licensure
