The position (K0235501)
The Kansas Department of Health and Environment has an Overdose Data to Action (OD2A) Program Manager opening in Topeka. This position serves as one of the two Program Manager for the OD2A cooperative agreement with CDC. Through the development and collaboration with internal and external partnerships, this position is responsible for planning, organizing, facilitating and reporting on activities related to the OD2A cooperative agreement. The position prefers an individual with a combination of education, interest and experience related to substance use prevention and program management. A Bachelor's degree and/or a Master's degree in Public Health, behavioral health, human development & family studies, nursing, social work, or related field is preferred.
Job Responsibilities may include but are not limited to the following:
The SUD-Overdose Prevention Program Manager is responsible for collaborating with internal and external partners to apply population-based methodologies to establish and report on priorities related to substance use disorder (SUD) and overdose prevention in Kansas. This includes development and implementation of the SUD and overdose prevention state plan. Facilitates activities of multiple advisory councils and committees related to SUD and overdose prevention. Implements strategies and aligns priorities with funder, state, and national objectives. This includes review of data on the status of SUD and overdose in Kansas. The position will consult with stakeholders to develop, implement and report on interventions to reduce and prevent SUD and overdose.
Leads population-based activities to increase efficiencies and state capacity for SUD and overdose prevention. Builds traditional and non-traditional partnerships to leverage and align resources across state agencies, health service systems, pharmacies, community-based services, and others. Develops appropriate grant applications for funding to efficiently address the need for SUD and overdose prevention as identified through surveillance and evaluation activities. Monitors and interprets grant objectives and policies of funder, state and national decision-makers to ensure consistency. Develops state-level programs to educate consumers and professionals on SUD and overdose prevention.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
- Preferred Qualifications:
- Bachelor’s degree in health promotion, health education, nursing, social work, or related field.
- Master’s degree in public health, health promotion, health education, community psychology, or related field.
- Two years of experience providing technical assistance.
- Two years of experience providing support to an advisory group or coalition.
- Strong aptitude for leading multi-disciplinary committees.
- Demonstrated ability to prepare grant proposals and reports.
- Ability to express oneself clearly, both orally and in writing.
- Excellent interpersonal skills.
- Proofreading, editing, attention to detail.
- Word, Excel, PowerPoint, Access.
