Human Resources Generalist - Employee Relations

Qualifications
A Bachelor's degree is (REQUIRED), Master's preferred in Human Resources, Business Administration, Public Administration, or related field.

- This HR generalist will manage an employee base of between 275 and 325 associates at multiple locations in the VA, DC, and MD areas.
- This position requires that the employee complete criminal history information, background check, and drug screening and obtain and maintain a government security clearance.
- The Human Resources Generalist is responsible for coordinating and executing Melwood's Human Resources program.
- The Human Resources Generalist performs human resources-related duties at the professional level and may carry out responsibilities in some or all the following functional areas: employee relations, training, employment, labor relations, and affirmative action and employment equity programs.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- The incumbent will ensure integrity and accountability in all activities and interface with staff at all levels.
- The Human Resources Generalist is also responsible for building and developing the agency's corporate culture.

- The incumbent partners with employees and management to communicate various human resource policies, procedures, standards, and government regulations.
- Develops and issues vacancy announcements after approval, screens applications to determine completeness and basic eligibility, and prepares qualified candidates' certificates for review.
- Conducts exit interviews, analyzes data, and recommends corrective action and continuous improvement to the management team.
- They respond to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
- The candidate represents the company for any unemployment claims.
- Performs routine tasks required to administer and execute human resource programs, including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Facilitates transfers, ensuring that all necessary paperwork is processed and the HRIS system is updated.
- Maintains working relationships with union officials and adheres to terms of the labor contract by monitoring the day-to-day implementation of policies concerning wages, hours, and working conditions.
- Represents management in investigating, answering, and settling grievances by arranging and scheduling hearings between union personnel, supervisor, and the management team.
- Maintain compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews policies and procedures to maintain compliance.
- The candidate responds to all EEOC and NLRB charges in consultation with the Office of the General Counsel.
- Possess a desire to grow and develop employees in a complex and matrixed business environment.

Qualifications
A Bachelor's degree is (REQUIRED), Master's preferred in Human Resources, Business Administration, Public Administration, or related field.
- Minimum of three (3) years of Human Resources experience in either (1) a Federal contracting environment or (2) a Human Services Non-Profit Agency preferred. Must have extensive Employee Relations experience.
- HRCI/PHR/SPHR/SHRM certification preferred.
- High volume experience preferred
- Experience with Ultipro and Dynafile is strongly preferred.
- Fluency in Spanish and American Sign Language is a highly desired skill.
- The candidate demonstrated knowledge of Federal, state, and local employment laws and regulations.
- Excellent communication and interpersonal skills; ability to interact with people at every level and represent the agency positively. Strong writing and documentation skills.
- Highly organized, meeting deadlines, managing a large workload, and shifting priorities.
- Maintains a high degree of personal integrity and the ability to maintain confidentiality.
- Possess strong computer skills, proficient in all MS Office applications.
- Experience with HRIS systems preferred.
- Melwood operates out of more than 60 sites in the Greater Washington-Baltimore Region, metro accessible. The candidate must demonstrate a clean driving record and respond to situations at Melwood locations in the region.
