JOB SUMMARY
The Clinical Systems and Quality Analyst assists primary care practices in enhancing data governance functions, improving EHR configuration, use, documentation and coding and supplementation data submission, and developing data strategies and processes to close care gaps and improve HEDIS/MCAS measure performance. This position requires in-depth knowledge of EHR data structures, EHR data extraction, data extraction tools and methods, clinical coding, quality measure data capture and reporting, and data quality and analytics platforms such as Cozeva and Azara. The ideal candidate will have a bachelor’s degree in healthcare administration or related field, at least one year of experience in EHR data extraction and at least three years of experience in data analysis and quality improvement.
ESSENTIAL FUNCTIONS
- Works with primary care practices to implement and support the integration of the EHR with Cozeva for care gap closure and quality reporting.
- Uses queries to extract raw data from client EHRs and populate health plan provided templates.
- Investigates problems with SNOMED, CPT Codes, HCPCS, and CPT II codes, ICD Codes, vitals, and completed orders.
- Collects, summarizes, and trends clinic performance data to report on performance and to identify improvement strategies at the individual practice level and among cohorts of providers.
- Develops data dashboards.
- Leads and supports integration of the EHR with Health Information Organization (HIO) integration.
- Provides technical support to enhance supplemental data submission.
- Assists practices is implement CDSS in the EHR.
- Assists practices in EHR template development.
- Assist clinical teams with proper EHR documentation and coding, trains clinical teams.
- Provides technical billing support.
- Performs medical chart audits and enter results into appropriate databases to facilitate gap closure.
- Assists Elevation Health Partners is enhancing and developing its data services team and strategies.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES WORK RELATED EXPERIENCE
- Interpret and program quality measures in accordance with metric logic specifications and built code table functions based on practice requirements.
- Responsible for EHR data management.
- Extracting raw data from the EHR.
- Provide reports, data, and process recommendations to facilitate business decision-making that will positively impact net income, efficiency, and quality of care.
- Collect, summarize, and trend clinic performance data.
- Implement technical strategies to improve gap closure through supplemental data submissions.
- Develop and design practice dashboards, trends, and reports of key performance metrics.
- Develop monthly benchmarks and reports to meet contractual target requirements and improve operational performance.
- Complete data mining from multiple systems using SQL-based reporting tools such as SSRS and Cognos.
- Engage in activities to understand IT and clinic support needs and motivate change.
- Spearhead team efforts to improve standardization and processes including coding and data governance of the EHR.
- Organize and lead monthly steering committees to align the IT work efforts with the organization’s current strategies and deadlines.
- Lead quality measurement, population health management, HEDIS measure improvement, and P4P program initiatives.
- Implement clinical coding improvement strategies.
- Serve as the EHR or business analytics super user.
- Credentialed EHR trainer.
- Develop and improve practice and care team workflows and documentation.
- Launch initiatives to increase provider engagement.
- Interpret results and provided strategic approach to close gaps in care to achieve cost savings for ACOs and other large healthcare systems.

- Ability to identify and address barriers to quality healthcare and/or gaps in process that interfere with delivery of quality healthcare.
DATA AND DATA QUALITY
- Mastery of common programming languages (SQL, SAS, etc.);
- Proficiency in data extraction and analysis tools and data mining from multiple EHR systems using SQL-based reporting tools such as SSRS and Cognos;
- Experience in electronic medical records, data analytics, data visualization, population health management, quality improvement, and business intelligence platforms.
- Familiarity with data and technical strategies to close care gaps.
- Knowledge of clinical coding in primary care.
- Experience complying with Health Insurance Portability and Accountability Act (HIPAA); confidentiality with clinical, management, and other organizational data/information privacy and security protocols.
JOB QUALIFICATIONS
- A bachelor’s degree in healthcare administration or related field.
- At least one year of experience in EHR data extraction.
- At least three years of experience in data analysis and quality improvement.
- Technical database experience in at least one Electronic Health Record (EHR) system (Epic, AthenaOne, NextGen, eClinical Works, Office Ally, All Scripts)
- Cozeva experience, strongly preferred
- Experience with additional population health and analytics software (Excel, Tableau, Cozeva, Azara)
PHYSICAL AND MENTAL REQUIREMENTS
Employee works remotely and is required to walk, sit, talk/listen and use hands more than 2/3rds of the time. Normal vision is required for the position. Equipment operated includes office machines and computers. Employee may be required to travel up to 50% of the time with travel out of state up to 25% of the time. There may be months of no travel. Employee may be required to be onsite at clinical practice settings and will be subject to the onsite requirements of guests and volunteers as may be determined by the client organization. To support onsite work at client facilities, employee is required to obtain an annual flu shot and complete COVID-19 vaccination. Employee is required to follow CDC guidelines for COVID-19 in work related activities, including mask wearing, social distancing, and quarantining recommendations. Employee is required to deliver high quality work under pressure and be adaptive to changing business, client and conditions.

CLASSIFICATION, BENEFITS, & COMPENSATION
This is a full-time, exempt position and will report to a Senior Consultant or Principal Consultant. Candidates must be authorized to work for any US employer. Ideally the Clinical Systems and Quality Analyst is California based, but candidates in other Pacific Time Zone locations will be considered. Elevation Health Partners supports a work-from-home arrangement, subject to client and/or project needs.

The Clinical Systems and Quality Analyst's annual salary is $80,000-$110,000, depending on the candidate's education and years of experience.
