Position Description
Seattle Public Utilities seeks a Capital Programs Lead (SA2) to oversee integrated drainage and wastewater capital improvements within the central and south geographic region of Seattle. This position leads a team of 2-4 staff managing an annual budget of $30-$50M, focusing on urban flooding solutions, sewer capacity improvements, reducing combined sewer overflows (CSOs) and reducing polluted runoff.

Program Leadership & Management
Qualifications
Education: Bachelor's degree in Business Administration, Public Administration, Project Management, Engineering, Environmental Studies, Construction Management, Urban Planning or related field
AND
Experience: Five (5) years of professional-level experience in comprehensive planning, capital project/program management, infrastructure planning, or utility operations (drainage, water, or wastewater services) or related field.
OR
Education/Experience Equivalency: Seven (7) years of professional-level experience in comprehensive planning, capital project/program management, infrastructure planning, or utility operations (drainage, water, or wastewater services) or related field.
Note: Combinations of education, training, certification, and experience will be evaluated on an individual basis for comparability.

The salary range for this position is $54.60 - $81.93 per hour ($114,004.80 - $171,069.84 annually).

Program Leadership & Management
- Lead programming for new capital projects in the central and south geographic region
- Manage $30-$50M annual budget and resources
- Supervise 2-4 staff including engineers, capital projects coordinators, and strategic advisors
- Provide oversight for project portfolio including leading team in developing and right-sizing options to balancing technical needs, long term operations and community values.
- Monitor program performance and evaluate investment efficacy
- Serve as Line of Business (LOB) Representative for assigned capital projects
- Ensure projects align with SPU's Vision and Strategic Business Plan and the Shape Our Water Community Vision
- Develop business cases and present recommendations to SPU Leadership
- Lead consultant procurement processes and direct consultant work
- Apply project management principles throughout all project phases
- Coordinate with internal and external stakeholders
- Build relationships with community partners
- Participate in community engagement activities, including attending community meetings occasionally on nights and weekends
- Promote positive, collaborative relationships with staff, consultants, other City of Seattle Departments ,regional partners, and regulators
- Embed racial equity approaches in capital project planning
- Act as subject matter expert for wastewater and CSO project planning
- Coordinate with other DWW teams involved in CSO planning and execution, including the Long Term Control Plan team
- Contribute to asset management and infrastructure maintenance policies
- Support technical based capital project initiation and options analysis phase alternatives development and project policy resolution

Desired Qualifications
- Supervisory experience including performance management and work plan development
- Experience with community-centered project approaches
- Proven ability to build teams and collaborate effectively with diverse teams, translating complex ideas and building strong working relationships across different groups and perspectives.
- Strong stakeholder management skills
- Budget management experience
- Project management experience, ideally experience planning and delivering infrastructure for integrated, multi-benefit solutions in specific geographic areas from initiation through 30% design.
- Knowledge of drainage, water, or wastewater infrastructure systems
- Understanding of sanitary sewer and combined sewer system hydrology and hydraulics, and potential solutions for addressing system problems
Workplace Schedule/Environment
- This position allows for the flexibility of a hybrid work schedule. Starting January 2, 2025, City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
