Our mission is to provide public agencies with the highest quality and most cost effective training available. The Regional Training Center (The RTC), formally the Los Angeles County Regional Training Center, is a cadre of accomplished course designers and facilitators who have joined together to address ongoing public service training shortfalls. Because the founding cadre was primarily from Southern California, they began working under the name of, The Los Angeles County Regional Training Center (LACRTC). The name was changed to "The RTC" as the organization began serving clients worldwide. The RTC is an affiliate of California Multi-Agency Support Services, (CAL-MASS) a 501(c)(3) public charity non-profit corporation. The RTC is driven by an ideological purpose to make all public service agencies the absolute best in the world at a cost that is true to the tax payer. Because we are non-profit and mission-centered, we apply intelligent innovation and flexibility to bring consultation and course presentation to students throughout the country at an expense that is affordable to all agencies. RTC course facilitators are trained by the course designer of the California POST Master Instructor Certification Course. Each facilitator has demonstrated a true mastery of course design and classroom facilitation. They have been vetted and bring the experience of having been sought by public and private sector entities because of their training prowess. Each course has been carefully designed using a three-part process of research, instructional systems design, and finally the creation of a complete and thorough total training documentation package using our proprietary 85% rule?. In 2019, Frank Gallant and I designed this platform to fit on top of a small drone (Mavic Air at the time) as part of the Huntington Beach UAS Team. The idea was based on the LAPD North Hollywood bank robbery shootout, where you had police officers and civilians pinned down behind good cover, but suffering from life-threatening injuries.?The challenge was, how can we safely and accurately deliver items such as tourniquets, compression pads, or ammunition to those officers pinned down and not risk them leaving cover to retrieve the items? The solution was the platform in this video. The drone can be flown FPV quickly and land precisely next to them. This is a tool used in dire situations and not for long-term flight. In all reality, I hope this never has to be used in another North Hollywood Shootout-type situation. But like everything else in public safety, train train train and be prepared! The Mavic air platform worked up to the Mavic 2 and so on. The larger the drone and platform, the larger the item that could be delivered. Over time, we have delivered cell phones, two-way radios, and AR15 magazines in this manner.?But ultimately, the small compact drones do much better in confined areas. Enter the DJI Avata. This new and improved platform and mount on the Avata has made this tool even better. The Avata is much more stable than the Mavic Air and is easier to fly in confined areas. The use of this platform has expanded past the original intention and has found its way into search and rescue and our Collapsed Building Rescue Course. With the Avata, critical items such as communication devices and medical supplies can be delivered to victims on the side of a cliff, in a collapsed building, or anywhere humans might have difficulty reaching. ? The Regional Training Center is gearing up to hold its first Collapsed Building Rescue Course at F1RST: Florida's Forensic Institute for Research, Security, and Tactics on November 14th and 15th in Florida. This past week I had the privilege of working alongside Preston Culver as we taught our The Regional Training Center NIST-based Train-the-trainer course for several Central Texas fire departments. This 3-day course covers the NIST Aerial Test Methods, Levels 3 - 5 and how to teach, deploy, and proctor it. Upon completion, the students become RTC-certified proctors who will take on the task of training their pilots up to the NIST-based proficiency level set by RTC and then more specifically, their own departments. The best part is the continuing partnership moving forward. Special thanks to Lt. Taylor Wade and all of LTFR for being such great hosts, and for providing an awesome gift. This week, I was in the San Francisco Bay area teaching the Avata Tactical Course with The Regional Training Center and accidentally stumbled upon the ability to fly low to the ground as shown in this video. While flying the Avata 2 with the Motion Controller 3, you can fly in "floor mode" indefinitely and easily switch back into N or S mode. No taping of the sensors is required. Here is how to do it. - While in flight, hold down the orange lock button (motor start/stop) for 3 seconds - The Avata 2 will enter auto-landing mode - Point the motion controller slightly angled up, add forward throttle, and fly forward - The Avata 2 will continue to be in landing mode and will descend if given the opportunity - You can fly in this mode, as slow as you want, if there are continual forward/up inputs - To exit this landing mode, press the orange lock button twice to resume N or S mode flying. With a bit of practice, you can quickly switch back and forth between modes to search any altitude. Congratulations to San Francisco Police Department (SFPD) for their successful first deployments of UAS in a complicated environment. The unique start to their UAS program was the result of a ballot measure that was voted on by the residents of the city. The Regional Training Center is proud to have been selected to provide training to help get their program off the ground and we look forward to working with them in the future.
