Scope changes needs to be thoroughly evaluated against the scope agreed upon. Once a decision is made that the change is must, review the scope changes with the project teams and cross functional teams to understand the impact on timeline, resources, budget etc. Involving your teams in the review and decision making process is the best means of communication. Having a decision made without consulting and just passing on the change will result in more resistance.
