The trainings are designed for small to mid-size municipalities, and no prior grant-writing experience is necessary. Communities that participated in the trainings have collectively secured more than $200 million; we know this program works and has helped numerous local governments secure needed resources. The trainings focus on grants in the following areas: bridge investments; railroad crossing improvements and safety improvements; solid waste infrastructure for recycling; brownfields; and removing transportation that increases connectivity in communities. Space is limited 50 New Hampshire municipalities. NLC plans to run additional rounds of the program in the future that will focus on other types of grants, but the classes this spring will be focused on these types of grants. "Survey of Rural Municipal Leaders: Housing Affordability Continues to be a Major Issue" A joint survey conducted in October 2024 by the NYS Association of Towns?and the?Rural Housing Coalition of New York?reaffirmed that housing affordability continues to be a major issue confronting rural communities throughout the state. The poll of municipal leaders found that 68% of respondents believed that housing affordability was a major concern in their towns and villages. Affordable housing is generally defined as housing (either owner-occupied or rental) for which the occupant is paying no more than 30 percent of gross income for housing costs, including utilities. The results of this new poll reaffirms a Marist Poll commissioned by the Rural Housing Coalition in November 2023 that showed that 73% of New York residents reported that the affordability of housing is a major problem in their communities. This concern was widespread across the state, with 67% of rural residents, 69% of suburban residents and 81% of urban residents feeling housing affordability was a major issue. The survey of municipal leaders also found that the three major obstacles to building affordable housing are: 1) Lack of infrastructure, 2) Lack of dedicated funding at the state level for rural housing and 3) Lack of capacity at the local level (i.e. no government or non-profit entity dedicated to building affordable housing in their community). "Infrastructure continues to be a major concern for municipal leaders and we look forward to working with state policymakers and other stakeholders to create an ongoing source of state funding that would support housing related infrastructure improvements," stated Chris Koetzle, NYSAT Executive Director. "The Legislature has been very responsive over the last few years to the needs of Rural New York and we hope that continues into the next legislative session as we seek to address the obstacles raised by this survey," stated Michael J. Borges, RHC Executive Director. The survey of municipal leaders also uncovered that 53% of respondents are interested in having a housing needs assessment conducted of their county or community, which is a plan that identifies the type of housing needed, where it can be built, obstacles to building housing like zoning or lack of infrastructure, and potential steps forward. The Rural Housing Coalition and Association of Towns call upon state policymakers to address the obstacles identified in the survey by creating an infrastructure fund that supports the development of housing in communities lacking infrastructure, particularly in rural areas, fund housing programs targeted toward smaller scale housing development like the Small Rental Development Initiative (SRDI), and support communities interested in having a housing needs assessment completed. ** NEW STATE FINANCING FOR SIX DEVELOPMENTS ACROSS CT** ? 758 housing units, including 396 affordable units for low- and moderate-income renters, 18 of which will be designated as permanent supportive housing for people experiencing homelessness and people with disabilities in Norwalk, Norwich, Stamford, Waterford, and Westport. DOH is providing over $25 million and CHFA is providing low-income housing tax credits (LIHTCs) generating $93 million in private investment. 362 units funded by the Build For CT, a new program designed for middle-income renters. DOH also financed the acquisition of an unoccupied building to convert units to supportive housing in Westport. Monterey Village, Norwalk – A 14 building, 161-unit apartment community located just minutes from downtown generating more than $21 million in private investment. Wall Street Place, Norwalk – A 155 new unit mixed-income, mixed-use redevelopment. $13.6 million by DOH, LIHTCs ?by CHFA, nearly $55 million in private investment. Ponemah South Mill, Norwich – Redevelopment of 4.96-acre site and 148,600 sq. ft. mill building though $6.25 million from Build for CT. 146 residential units, will include various indoor and outdoor amenities such as a cinema, spa, and river walk trail. Oak Park Phase I, Stamford – Phase 1 redevelopment of 61 units, 19 supporting very low-income households. $4 million by DOH, 9% LIHTCs generating more than $17 million in private investment. Waterford Woods Phase III, Waterford –Phase 3 adds 216 new apartments to the existing 2,015 new units using $5.5 million from Build For CT, designated 44 units for middle-income households. The property features 72,500 square feet of recreation area including gardens, pickleball courts, hiking trails, and a pond. 122 Wilton Road, Westport –?First of its kind, acquisition of an unoccupied building, a total of 18 supportive housing units. $7,555,000 from DOH and collaboration with “Homes with Hope,” a Westport-based organization dedicated to preventing and ending homelessness. Two Laws Promoting High-Density #Housing in Delaware County Now in Effect: https://lnkd.in/e-R8zGCN As part of New Castle County's NCC2050 Plan,?#tinyhomes?and accessory dwelling units (#ADUs) were identified as a key strategy addressing the county's growth. According to the NCC2050 housing report, only a quarter of New Castle County's housing stock consists of #multifamily units. In contrast, detached #singlefamilyhomes, often built on larger lots and contributing to suburban sprawl, account for 50% of housing. By integrating accessory dwelling units and pocket neighborhoods into local housing strategies, public officials aim to provide more affordable housing options and curb the sprawl.
