Yesterday, we celebrated the naming dedication and opening of the Dr. Darrell Millner Building, a new affordable housing development in North Portland’s Overlook neighborhood. Named in honor of Dr. Darrell Millner, a pioneering scholar who championed the history of Black Oregonians, this new community is part of the Alberta Alive initiative—a partnership between Community Development Partners and Self Enhancement, Inc. The speaking program featured Dr. Darrell Millner and his family, Trent Aldridge, Tony Hopson, Sr., Sharita Towne, Councilor Mary Nolan, Commissioner Carmen Caballero Rubio, and Dr. Steven Holt. The Millner Building provides 63 affordable apartments, prioritizing those with generational ties to N/NE Portland, an area significantly impacted by urban renewal and gentrification. Offering a mix of one-, two-, and three-bedroom units, the building supports households earning up to 60% of the area median income. Residents will also benefit from services and programming provided by Self Enhancement, Inc., as well as amenities such as ground-floor commercial space, a community garden, and a play area. The building was designed by Carleton Hart Architecture PC and built by LMC Construction. This development is one of several Alberta Alive projects working to create long-term stability, opportunity, and a thriving Black community in Portland. Together, CDP and SEI are building a network of five affordable housing communities that address diverse housing needs in the historical heart of Portland’s Black population.
