Dear all, together with #Positive Money, we are launching a new study on collateral frameworks and how the European Central Bank can adjust the Eurosystem collateral mechanisms (e.g. eligibility criteria, concentration limits and haircuts) to support two key objectives: risk management, by preventing the accumulation of systemic risks tied to unsustainable assets; and market signalling that encourages the transition away from carbon-intensive and environmentally harmful activities towards those that drive a net zero, nature positive economy. To that end, this report proposes an initial exploratory methodology to go beyond climate and integrate climate and nature risk and impacts into the collateral framework, leveraging publicly available ECB collateral data on French marketable securities issuers and four Carbon4 Finance (C4F) climate and biodiversity databases.? The results highlight the interdependencies between C&E risks and impacts and showcase that an integrated analysis of both climate and broader environmental aspects is crucial. US super-regional banks' limited climate risk disclosures expose their investors to potential losses. ? According to a report by the Transition Pathway Initiative Centre at London School of Economics, investors lack critical information on super-regional banks' climate vulnerabilities due to inadequate disclosure, creating a significant oversight in portfolio risk management. ? The report also highlights that, as larger banks scale back fossil fuel lending, some super-regional banks are ramping up their involvement, potentially exacerbating climate-related financial risks and undermining global emissions reduction efforts. ? Proactive engagement from investors can prompt super-regional banks to enhance climate transparency, adopt emissions reduction targets, and align their lending practices with a low-carbon economy, mitigating long-term financial risks. CDP and WWF's new policy report, “Addressing the Giants: integrating nature in regulations for systemically important banks”, urges the Financial Stability Board and Basel Committee on Banking Supervision, as well as national regulatory and supervisory authorities, to integrate nature risks into regulation governing Global and Domestic Systemically Important Banks (G-SIB/D-SIB). These banks are particularly exposed due to their size, complexity, and interconnectedness with the global economy. Over the past decades, the Caribbean region has endured economic hardship, seen lives lost and livelihoods curtailed owing to climate extremes. Hurricanes, severe floods, droughts and wildfires to name a few of these hazards, have all shown clear upward trends, where the respective government purses are increasingly unable to fund much of the restoration efforts. And yet, though funding for increased #climate resiliency has become a more familiar feature in both public and private sectors, shortfalls in business continuity planning and procedures (#BCP) are evident, not only within the financial sector but also other important spheres of economic activity. It was wonderful to share messages as well as learn and engage from my fellow panelists Gillian Charles-Gollop, Racquel Moses and Crisy Laurent on what challenges exist, but more importantly the many opportunities and solutions that the Caribbean is advancing in tackling this critical issue. Much remains to be done but #letscontinuetheconversation in future events, so that this becomes even more mainstream in our national discourse. This development, which Green Central Banking has highlighted, denotes a growing understanding of the connections between biodiversity and financial stability. As financial institutions increasingly account for climate risks, the integration of nature loss factors is a critical next step. By broadening the scope of its collateral framework, the ECB could play a pivotal role in steering capital towards more sustainable and nature-positive investments. This adjustment could support the transition to a green economy by ensuring that biodiversity-related risks are properly managed and priced into financial decisions. It would also align with the broader trend of central banks and financial regulators incorporating environmental considerations into monetary policy and financial supervision.
