SUMMER ENCORE SERIES - Part 4 - The Municipal Climate Change Centre turns 15 this year. Last week we looked at what a big difference an energy manager can make for small towns and cities to save money on energy, build revenue-generating renewable energy projects and work to make their communities resilient to floods, droughts, storms and wildfires that are becoming all too common. The Municipal Climate Change Centre also helped 66 communities assess the risks of climate change and create plans to adapt. Pincher Creek is one of those communities. Last summer we talked to Tristan Walker, the energy manager in Pincher Creek about how they are adapting to climate change at a time when their water intake valve was well above perilously low water levels in the Oldman Dam. This year the water levels are up but as of August 16, 2024 "Pincher Creek is unable to pump water from the Oldman Reservoir due to drought conditions." Pincher Creek experienced the Waterton wildfire in 2017 and is experiencing recurring challenges in getting enough fresh water for the town. The MCC has released a working paper that looks at how EPA's Climate Pollution Reduction Grants are playing out in the #Midwest and describes the need for a “funding map” that identifies gaps in the region and helps navigate the funding landscape, particularly for smaller, under-resourced and capacity-constrained communities. #CPRG created a list of viable projects, developed with hours of community input, staff time, and the investment of state and local dollars. While a handful of projects were selected, there are hundreds more that need to happen if we want to transition equitably to a green economy and protect our communities from the worst of climate change. Water Community, I want to alert you to this groundbreaking endeavor, led by my colleagues Shannon McNeeley and Rachel Will, to work along side rural communities and their water system leaders to advance #equity and #resilience. The framework here was developed over two years of partnership and collaboration with LiKEN and RCAP, and provides a "powerful tool for finding barriers and challenges and identifying points of leverage for system change." But more than just a framework, this report looks at pathways of human development and how they affect the functioning of rural water systems, climate change impacts and vulnerabilities specific to rural water in the US, and more. A key message from this work: An integrative community-centered and asset-based approach is necessary for better understanding and addressing climate vulnerability and resilience in rural water systems. The Inflation Reduction Act turns two today and the impacts have been HUGE. We are seeing billions of dollars implemented across the South to shift us away from fossil fuels to clean energy and make our communities more adaptable to the impacts of climate change. "We are the first generation to experience the impacts of climate change—and the last one to do something about it." This was the message of yesterday's Adapting Our City for Climate Change Conference we attended, hosted by The Norwich Society at The Forum Norwich. It was a fantastic day filled with insightful presentations addressing the sustainability of Norwich, with discussions ranging from business practices and the construction industry to flood resilience, alternative energy, and heating supplies. Oakland—Over the coming weeks, the Metropolitan Transportation Commission (MTC) will consider a $10-20 billion housing bond to be put before voters in November 2024. TransForm analyzed data provided by MTC to determine the potential climate impact of building more than 52,000 new affordable homes near transit. Communities will never face equal threat from climate change. Some frontline communities are already experiencing devastating consequences, while others won’t have significant, consistent experiences for several years or even decades. Our Clean Energy Grant Program launched a new type of funding opportunity that uses multiple Climate Commitment Act funding streams to support the communities most impacted by climate change. This program has already awarded grants to five tribes through the Tribal Clean Energy Program, and we recently announced nearly $73 million to 71 community decarbonization projects in the communities that need it most. Next, Commerce will announce awards for a third, general solicitation for clean energy projects. Based on our engagement in the region, we estimate that the equivalent of several full-time employees’ (FTEs) worth of time over a year was spent on applying for the CPRG implementation grants, which translates to several hundreds of thousands of dollars of state and local funds. However, the current grants process disproportionately burdens these communities that are doubly penalized when they do not receive the funding, especially after having spent a substantial amount of time and resources on applying. As we contemplate what comes next for federal climate funding, we know we have at least a $4.6 billion funding gap in the Midwest left just from unfunded CPRG (Climate Pollution Reduction Grant) projects - not to mention the unselected Energy Future Grants, Community Change Grants, and many more. So much work has gone into these project proposals and competitive grants are not the only way to get them done.
