I have this exact same thing with business-spam emails. “You may have missed my previous email…” No. I didn’t. Why would I (or anyone) want to do business with someone who’s setting their stall out as a chancer at best, and a downright liar at worst.

I witnessed a very similar scenario whereby my local Post Office had employed a salesperson to stand near the exit trying to sell the new post office credit card. His MO was to stop a customer as they were on the way out by saying "excuse me, do I recognise you?". I watched him do this to at least 5 people and cringed a little more each time.
