EPA has unique authorities to review and comment on (and improve!) environmental impact statements across the federal family under the Clean Air Act’s Section 309. We’ve had some success working across agencies and with CEQ to ensure that considerations of GHG emissions, resilience to climate impacts, environmental justice and other considerations are incorporated into the “hard look” analysis NEPA requires.
