Appropriate regulation is so important to the agency work and HR services industry in Europe and worldwide. Many of our World Employment Confederation members turn to us to get insights and advice on appropriate regulation, doing some benchmarking and cross-country comparison but also seeking advice on moving forward to more appropriate regulation. In 2024, I have been leading for the second time a large, global survey on agency work regulation, which was completed in November. The results of this survey feed our advocacy work at the global and European levels, but the survey as such is not being published and access to it is a benefit of being or becoming a WEC member. I was glad to present the main findings of our Regulatory Survey to our members last week during a WEConversations webinar and to act as a guest speaker on the topic of appropriate regulation at The Adecco Group today. Appropriate regulation on agency work and diverse forms of work is essential to enabling better labour market outcomes for all. While our WEC annual survey focuses mostly on agency work regulation, labour market regulation on digitalisation and platform work is becoming increasingly important. At the global level, there will be a standard-setting process on platform work in 2025 and 2026, and at the European level, an EU Directive on platform work has recently been adopted and published in the EU Official Journal. How is the European #staffing industry doing? ?? The staffing activity index (dynamics of hours worked by agency workers) of European private employment agencies has been going downhill since early 2022 and is now below the 2016 levels. So much for the good news, folks. ?? What's on the upside? Many countries held elections this year, so now the great minds can turn to the economy away from politics and work on making the world a better place for everyone. As the good old saying goes, hope dies last. More concretely, though, the demand for jobs is still high but there are a number of obstacles in sight: a growing skills mismatch (not least due to green & tech transitions), economic uncertainty in Europe that brings more hesitancy for businesses as far as hiring decisions are concerned, energy insecurity, the list goes on. Given the high correlation of staffing activity with the GDP, all other things equal, once the European economies turn the corner, we shall see an immediate uptick in staffing. In the meantime, I wonder how long it would take for the industry to overcome the early 2022 activity peak.
