    Legislation Alert ?? Last week, the U.S. House Committee on Small Business provided a victory to women-owned small business federal contractors by passing the bipartisan?Women-Owned Small Business (WOSB) Act. Through its tireless and bipartisan advocacy and engagement, the Women's Procurement Circle (WPC) is solely responsible for this bill and applauds the Committee’s work. ? The full Committee markup covered bipartisan seven bills, with three bills relevant to the GovCon community summarized below. The bills now go to House leadership for consideration to bring to the full House for votes. ?? H.R. 1816, the?WOSB Accountability Act?– This bill requires the U.S. Small Business Administration to count only certified WOSBs in the SBA Small Business Procurement Scorecard. The government established a 5% goal for WOSB participation in federal contracts. While the SBA’s annual scorecard reports the government nearly reaches this goal year after year, this is not due to billions of dollars going through the WOSB program. Rather, these numbers reflect contract awards to any company that claims it is woman-owned by self-certifying through the SAM.gov database. ?? H.R. 787, the?Plain Language in Contracting Act?– This bill requires agencies to write contract solicitations in a clear, concise, and accessible manner. A version of this bill was passed in the FY2025 NDAA. It passed the Committee with one amendment that substituted language around accessibility and clarity for federal procurement documents on SAM.gov. ?? H.R. 789, the?Transparency and Predictability in Small Business Opportunities Act?– This bill requires the SBA to promulgate rules for agencies to disclose information and justify solicitations that are cancelled. It also requires agencies to assist small businesses that prepared a bid on those solicitations to identify similar contracting opportunities. It is an example of bipartisan efforts to improve transparency and accountability in the GovCon space for small and minority/women-owned businesses.     Thank you to the over 6,500 businesses and organizations for all for your advocacy and support for increasing the ability of small businesses to win contracts with the federal government. Raising sole source thresholds has been a priority of those we represent for seven years.?Your individual support pushed this initiative through both Small Business Committees in the Congress, but in the end, it was not included in the final text of the #NDAA.?No doubt, it is much easier to oppose a change than advocate for it, and many voices in the acquisition community oppose any change to increase the ability of #smallbusinesses to compete in the federal marketplace. So, they won this one - but we will never give up.

It is imperative that you take a minute to contact your Congressional Representative and ask that they express their support for this provision to the House Armed Services Committee Members.?We suggest that you also copy HASC Majority Staff Director Chris Vieson at?[email protected]?if you communicate with your Member of Congress. ???????? ???????????????? ???????? ???????????? ???? ???????? ???? ?????? ????????????????, so it is imperative that the community come together and take action now. The sole source threshold increase to $8 million/$10 million (manufacturing) for HUBZone, SDVOSB, WOSB and individual 8(a)s is included as an amendment to the FY2025 National Authorization Act (NDAA), which is expected to pass the Congress by the end of this calendar year. We have received information that despite countless letters, emails and phone calls by small businesses and their advocates, the House Armed Services Committee (HASC) is considering eliminating this increase in small business sole source thresholds. Essentially?doubling the amount of work the federal government can sole source to small businesses is imperative to providing the government with innovative solutions governmentwide. DoD officials have testified time and time again that they need expedited procurement procedures to respond quickly to the needs of the war fighter. Small businesses have proven to fill that need. ? Our advocates within Congress will be carrying on this fight, however, we need your advocacy to get this over the finish line.
