Since 2017, Williams & Russell has been working to recreate the economic hub that is North Portland’s Albina district through the development of: ?? 85 affordable apartments (1-3 bedrooms) at 30%-60% AMI, with community amenities including a cultural-specific daycare. ??? 20 affordable homes (2-3 bedrooms), including ADUs and ADA-accessible units, for low- to moderate-income families (60%-120% AMI). ?? The Black Business Hub: A 30,000 SF Cross Laminated Timber (CLT) space offering affordable office and retail for Black-owned businesses and community partners. ?Our Values: Preserving Heritage, Honoring Legacy At the Williams & Russell project, we are deeply committed to preserving the rich cultural heritage of the Hill Block in the Eliot-Boise neighborhood and its significance to Portland’s Black community. This historic site once served as the heart of African American culture and commerce in Portland, and we recognize the importance of honoring those who built this legacy. Through this project, we celebrate the stories, traditions, and contributions of Black Portlanders, ensuring their legacy remains central to the community’s identity today and for generations to come. That’s why we are building a Black Business Hub and affordable homeownership opportunities. ?? Join us in congratulating JT Flowers, Williams & Russell CDC Board Member, on his new position!??? JT Flowers will represent District 5 on the TriMet Board of Directors, covering key North and Northeast Portland areas. As a native of inner #NortheastPortland, JT brings invaluable insights and a deep commitment to our community. JT serves on our Board and is a critical member of our sister organization, Albina Vision Trust. At just 30 years old, JT will be the youngest member of the TriMet Board, and his impressive background speaks volumes: he’s a first-generation Yale University, the first #BlackRhodesScholar in Oregon’s history, a #TrumanScholar, and holds master’s degrees from the University of Oxford. In case you didn’t know, Williams & Russell CDC is developing a Black Business Hub offering 30,000 SF of affordable and retail space to enrich and support Black-owned Oregon businesses and business owners. Formerly known as Hill Block, Williams St. and Russell Ave. was the economic Black hub of Albina’s Eliot neighborhood. Before displacement due to urban renewal practices, Hill Block was home to 28? businesses, mostly Black-owned, including grocery stores, barbershops, auto shops and bars. We’re continuing the legacy of Black entrepreneurship and looking for anchor tenants to help fulfill the vision.
