We’re proud to celebrate the transformation of Wilkinsburg’s historic Penn-Lincoln Hotel into the Penn Lincoln Apartments. This $30 million investment brings 41 new affordable homes and revitalized commercial space—an incredible example of what’s possible when we invest in our neighbors and work together. Allegheny County Economic Development played a comprehensive role in transforming Wilkinsburg’s historic Penn-Lincoln Hotel into the new Penn Lincoln Apartments. This project highlights our capacity to bring resources together across every division—from acquiring the site through the Vacant Property Recovery Program and providing Community Development Block Grant funding for demolition, to leveraging Low-Income Housing Tax Credit equity, HOME funds, and RACP support. Groundbreaking at Penn Lincoln Signals Change for Wilkinsburg Community! Community members, local officials, and developers gathered recently at the site of the former Penn Lincoln Hotel to break ground on the Penn Lincoln Apartments. Some notable figures including our Wilkinsburg Mayor, President of the WCDC Tracey Evans, and Congressman Chris Deluzio were just a few of many in attendance. The project, which aims to bring modern housing and commercial space to the heart of the borough, represents a significant step in ongoing efforts to revitalize the area. Supporters see the development as a much-needed investment that will attract new residents, bolster local businesses, and restore vibrancy to a long-vacant property. As construction begins, the Penn Lincoln Apartments signals a new chapter for Wilkinsburg that will continue to shape conversations about growth, affordability, and the future of the community.

On February 28, 2025, history was made at Hosanna House Inc., as we broke ground on the Penn Lincoln Apartments—a transformational 41-unit affordable housing development in partnership with ACTION-Housing, Inc. This project is a significant step towards addressing the housing needs of our community, providing affordable and quality housing options for our residents. ?? Leon Haynes, CEO & President of Hosanna House, compared this moment to the legendary racehorse Seabiscuit—a champion that overcame doubt, changing hands multiple times before finding the right investment and care to reach greatness. "What is it about Wilkinsburg? What is it about the people here that we’re not willing to give up on?" Haynes asked. "Because we’re not. If you’re going to bet on something, bet on Wilkinsburg—because we’re going to do this!" State Senator Jay Costa, Jr., 43rd Senatorial District emphasized the importance of investing in people as much as in places, thanking Hosanna House for providing the community services that make projects like this possible. Wilkinsburg Dontae Comans reflected on the borough’s resilience: "Who would have thought the Penn Lincoln lot, once demolished, would rise from the ashes like a phoenix?
