Yet outside of the wringing of hands and exasperation of elected officials, nothing seems to be happening to stop the carnage. The question is… why? We ask that question of Congressman Bobby Scott, who represents Virginia's third congressional district, and serves as the Ranking Member of the Committee on Education and Workforce.
