A research-driven approach is helping Sheboygan County, Wisconsin, double its pavement life cycle — and the industry is taking notice. The county’s innovative strategies recently earned the 2024 FP2 James B. Sorenson Award for Excellence in Pavement Preservation. ?? Bryan Olson, Transportation Director, Sheboygan County Highway Division: “We have tried various preservation products on many of our paving projects and have formulated a process that we believe will take us to our goal of reaching a 30-year pavement life cycle.” ?? Key Preservation Strategies: ? Pre-preservation treatments like void-reducing asphalt membranes (VRAM) and asphalt emulsions applied early to extend pavement life. ? Live traffic test track (SCOPE) to study real-world performance of preservation techniques. ? Collaboration with National Road Research Alliance (NRRA) on materials research, including centerline rumble strip durability. ?? Why It Matters: With more than 2,100 miles of roadway to maintain, Sheboygan County turned to research, education, and community-supported funding — including a dedicated 0.5% county sales tax — to expand preservation programs, reduce long-term costs, and minimize full reconstructions. ?? The State Building Commission unanimously approved the Wisconsin Historical Society’s request to begin construction, marking a major milestone for this transformative initiative. ?? Key Project Highlights: ? Expanding Access to History – A 100,000-square-foot, five-story center designed to welcome 200,000+ visitors annually and double the number of school students served to 60,000. ? Statewide Impact – The center will feature permanent and rotating galleries, community storytelling, and advanced technology to bring Wisconsin’s history to more people than ever. ? Major Investment – The $160.5M project is backed by $112.3M in state funding and $48.2M in private gifts, ensuring a world-class experience for future generations. ??
