Earlier this month, the Federal Communications Commission (FCC) updated its spectrum sharing regulations to enhance market entry, support regulatory certainty, and streamline spectrum efficiency. What we can take away is that this will provide great benefits to the entirety of the space innovation community. Key revisions include: Clarified Coordination Between Processing Rounds: The FCC has refined rules for spectrum sharing among non-geostationary satellite orbit, fixed-satellite service (NGSO FSS) systems. Systems authorized in earlier processing rounds are granted primary spectrum access, while later-round systems must coordinate with or protect these incumbents. This framework includes a 10-year sunset period after which protections for earlier systems expire, promoting long-term competition. Specific metrics to safeguard against interference: a 3% time-weighted average throughput degradation as a long-term criterion and a 0.4% absolute increase in link unavailability as a short-term criterion.
