WAPELRA is an affiliate chapter of the National Public Employer Labor Relations Association (NPELRA), and through that national network, forms a key professional link with other state PELRA chapters, such as those in California, Illinois, New York, Wisconsin, Minnesota, and several others.

WAPELRA Fall Conference Speaker Spotlight: Richard is a Racial Equity Consultant with Cultures Connecting. He brings over a decade of professionally engaging issues of race, culture, and identity in various organizational and education settings. Richard is passionate about working through a person-centered approach and focus is not only in helping folks to bridge the knowledge gap but to also cultivate empathy and understanding especially across cultures. Despite his often-perfect hair, he continues to learn and grow and invites others to be unpolished and unfinished alongside him. As a person born in the United States to parents who emigrated from South Korea, Richard brings an uncommon voice and unique perspective to the work of racial equity. He is a husband to Grace and together learning to raise two sons. Richard grew up in Minnesota and Florida and has lived in the Seattle area since 2007.

WAPELRA Fall Conference Speaker Spotlight: Ilsa Govan has extensive experience as a facilitator, consultant, writer and social justice activist. As Co-Founder of Cultures Connecting, she has led conversations about racial equity at workshops and conferences across the country. Ilsa is deeply invested in examining how her own identity influences her interactions with others, particularly through the lens of privilege and oppression. Her latest book, co-authored with Tilman Smith, is entitled What’s Up with White Women? Unpacking Sexism and White Privilege in Pursuit of Racial Justice and was the recipient of the Independent Publisher’s Book Awards Silver Medal for Current Events.
