New story: I sued the federal government to turn over records about a border wall the first Trump Administration planned to build through the notoriously polluted Tijuana River. I found out that Mexico alleged the wall violated treaties and broke international promises. Experts warned the wall would probably cause catastrophic flooding in downtown Tijuana and San Ysidro in San Diego. The State Department knew this. So did the International Boundary and Water Commission, the only agency really standing in Customs and Border Protection's way. The U.S. built it anyway.
