What does a "good faith effort" in subcontracting really mean? Ms. Gayna Malcolm-Packnett, Subcontracting Program Manager at the Army Office of Small Business Programs, breaks it down in the 2025 Good Faith Effort in Subcontracting training. This session was prompted by a US Government Accountability Office report highlighting inconsistencies in how contracting officers assess compliance. Ms. Malcolm-Packnett provides critical insights on post-award responsibilities, subcontracting plan compliance, and what businesses need to know to meet their obligations. Understanding and implementing a good faith effort is essential for prime contractors and small business subcontractors looking to succeed in federal contracting. ?? After careful consideration, the U.S. Department of Veterans Affairs’ Office of Small & Disadvantaged Business Utilization (OSDBU) has made the strategic decision to discontinue plans for the previously scheduled 2025 National Veterans Small Business Engagement. This pivotal decision enables us to allocate resources more effectively, focusing on opportunities that will deliver the greatest value to Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). In our commitment to supporting VOSBs and SDVOSBs, we are actively evaluating various options that will deliver meaningful support and engagement. These options include specialized initiatives tailored to address the dynamic needs of small businesses as they navigate the complexities of the Federal procurement landscape. While we have yet to finalize any decisions, we are working diligently to identify the best course of action. It is important to note that this change for 2025 does not diminish our commitment to serving VOSBs and SDVOSBs. Instead, it reflects our proactive approach to adapting and evolving in ways that maximize impact. By redirecting our efforts toward innovative engagement opportunities, we reaffirm our mission to empower VOSBs and SDVOSBs to succeed. Our ultimate goal is to nurture the growth of VOSBs and SDVOSBs and to foster meaningful connections between Veterans and Federal buyers – not just during events, but consistently, every day. We encourage VOSBs and SDVOSBs to leverage the robust resources available through the VetBiz portal at https://www.vetbiz.va.gov/, which include OSDBU training and hands-on technical assistance. Additionally, we will continue to share updates, insights and success stories to inspire and inform your journey in Federal procurement through social media channels and email communications.
