Rent control policies may provide short-term relief to renters, however they come at the expense of long-term market stability and investment. By capping rent increases, governments risk stifling the supply of rental housing and deterring new investment, exacerbating housing shortages in already constrained markets. They also impair housing providers’ ability to maintain their properties, leading to a decline in housing and neighborhood quality. VAMA continues its advocacy alongside NAA with Congress and the Biden Administration to influence policy discussions and ensure the rental housing industry's perspective is represented.
The National Apartment Association (NAA) released the following statement in reference to President Biden’s federal rent control plan.

VAMA is proud to have supported HB 327, which aligns directly with our vision: Quality housing for all.
I'm absolutely thrilled to share that, Monday night, just before the midnight deadline, Governor Glenn Youngkin signed Virginia HB 327 into law! HB 327, sponsored by Delegate Michael Feggans, MCS, directs the Department of Behavioral Health and Developmental Services to work with key stakeholders -- such as self-advocates, community knowledge leaders, and indispensable government agencies -- to develop a plan to ensure real-world access to #inclusive #housing for all people with #disabilities, statewide. That plan must be completed and presented by November 2025. I'm especially proud that the bill included a definition of inclusive housing -- which I believe is the General Assembly's first time advancing a definition of inclusion in any life context -- tying this effort directly to the mission of the #ADA: "inclusive housing means housing that includes individualized accessibility features and ready access to essential community resources. The goal of inclusive housing is to provide the occupant with freedom, equality, and opportunities to participate fully in public life." __________ For me, the enactment of this legislation is an important professional achievement. While it's not the first time I had a hand in writing a state law, this is the first time I can say, hand-to-God, that, in steady partnership with the delegate and his staff, as well as key external partners like the Virginia Apartment Management Association, I really shepherded it through at every stage, from drafting, to lobbying, to coalition-building. I could not be more proud that my efforts helped get this law on the books. While there have been and are other efforts underway to address the inclusive housing crisis here, they have largely been piecemeal and reactive. This legislation, on the other hand, sets it as a priority for Virginia government and, for the first time, applies to everyone with a disability. This sort of work -- well-intentioned, proactive, and bipartisan -- is why I keep doing policy work. It's all too easy to get disillusioned these days, but let the record show: it's still possible to do good work that can help people. Finally, I wish to thank all the organizations that signed on to ask the governor to sign the bill into law: The Arc of Virginia Didlake disAbility Law Center of Virginia Eggleston Hope House Foundation Legal Aid Justice Center Melwood SAARA of Virginia Virginia Apartment Management Association VIRGINIA ASSOCIATION OF CENTERS FOR INDEPENDENT LIVING VIRGINIA ASSOCIATION COMMUNITY OF REHABILITATION PROGRAMS (vaACCSES) Virginia Association of People Supporting Employment First (VA-APSE) Virginia Poverty Law Center __________
