The Commission has been providing professional planning assistance to municipal boards in the Upper Valley since 1963.

Our current staff's areas of expertise include comprehensive planning, land use regulations, transportation planning, natural resource inventories, community/economic development, public participation, affordable housing, and hazard mitigation planning. The Commission is one of nine Regional Planning Commissions (RPC) in New Hampshire enabled through state legislation (RSA 36:45). RPCs were created to coordinate all aspects of planning, act as a liaison between local and state/federal governments and provide advisory technical assistance. Regional Planning Commissions seek to promote intergovernmental collaboration and coordination throughout the regions they serve.

Tim Josephson, a planner for Upper Valley, had the pleasure of attending the North American Hazardous Materials Management Association's (NAHMMA) annual conference in September in Austin, Texas. The NAHMMA conference is to provide training for our Household Hazardous Waste Collections which was very popular this year.? ? Tim sat in on many seminars and sessions discussing best practices for waste collection, publicity of events, and streamlining collections. Tim met with other people across the country doing similar work in their home states, and to learn about programs in other states that could be implemented here in New Hampshire. One example is PaintCare — a program that allows latex paint to be reused and recycled locally through industry-led programs. New Hampshire almost passed PaintCare in 2024 and this legislation will be brought back in 2025.? ?? The trip wasn’t all business; Tim had some free time in the evenings to attend live music at the local honkytonk for Texas Two-Step, while also sampling authentic Texas BBQ.?? ?? Overall, it was a successful trip to Austin to learn more about our HHW collections. Tim returned just before Upper Valley had our last hazardous waste collection of the season. There's no rest when it comes to removing HHW from the waste stream!?
