Utah Division of Water Rights

Garfield County recently recognized the Utah Division of Water Rights staff for their mitigation efforts earlier this year when a a 60-foot crack was discovered on Panguitch Dam. Multiple agencies quickly worked together to solve problems, make adjustments and communicate with residents to ensure optimal safety. The six key team members involved are pictured here, TBLR: Deputy State Engineer Mike Drake, Assistant State Engineer Everett Taylor?(over dam safety and stream alterations), Communication Manager Audra Sorensen, Dam Safety Engineer Matt Call, Engineer Hayden Coombs, and Regional State Engineer Terry Monroe (over the Sevier River/Southern Region).

Greg Gavin and I, with support from our Utah Geological Survey colleagues, recently gave a presentation to citizens in Pahvant Valley for our new report, "Groundwater of Pahvant Valley, Millard County, Utah." We presented with State Engineer Teresa Wilhelmsen from the Utah Division of Water Rights. Data from the report will help the community work with the Utah Division of Water Rights to better manage the groundwater resources of the region. ?? When appropriately designed and implemented, water markets can enhance climate resilience for people and ecosystems in water-scarce regions like the U.S. Southwest. Adequate information about water diversion and use is a necessary precursor for fair and effective water markets because it defines what can be traded, enables tracking of trading transactions and changes in the physical and legal availability of water, and facilitates assessment of the impacts trading has on others. ?? CLEE’s new report, Information Needs for Water Markets: Fair and Effective Water Markets Require Adequate Measurement and Reporting of Diversion and Use, examines this important topic. Our synthesis of expert discussions and additional research indicates that current measurement and reporting may be inadequate to meet basic information needs for water markets in many parts of the Southwest. However, we also identify clear opportunities for improvement. The report highlights concrete steps researchers, diverters, and policymakers can take to enhance understanding of water diversion and use, increase the accuracy and utility of reported data, and address long-term funding and affordability challenges. I had the pleasure of presenting alongside my colleague Danya Al-Momani on “Climate Change: A Comparison between Jordan and the State of Utah, USA” at our graduation ceremony from the Jordanian American Leadership Exchange Program #UJLEP. During our presentation, we highlighted the unique geographical and climatic similarities between the two regions, as well as opportunities for learning and experience exchange. Our time with host organizations in Utah and our projects back in Jordan revealed shared challenges and potential avenues for cooperation in addressing climate issues. Congratulations to Beaver County! In October, Fervo Energy broke ground on power plant construction at Cape Station, an enhanced geothermal energy production project located northeast of Milford City, Utah. Enhanced geothermal utilizes horizontal drilling technology to produce more energy than previously available with traditional geothermal power development. Cape Station is slated to produce 400 megawatts of power in the first two phases of the project, and Phase I will begin delivering around-the-clock power to the grid in 2026. Fervo has already hired three full-time staff from the local community and will create hundreds of temporary construction jobs in the coming years. Fervo anticipates that, when complete, Cape Station will employ up to 30 full-time permanent workers. "Fervo Energy's commitment to Beaver County and Milford City sets the gold standard,” said Jen Wakeland, strategic development director for Beaver County. “They are community-oriented players who know the value of energy production in a community. We are thrilled to have them here in Beaver County."
