USAID EQHA II in collaboration with Ministry of Health (MoH) and Ministry of Women’s Affairs (MOWA) successfully completed the discussion on setting up the One Stop Service Unit (OSSU) in Mondulkiri Provincial Referral Hospital (PRH)! ?? The meeting was led by H.E. Mr. Hok Khiev, Advisor to the MoH and Director of the Legislation Department, along with Ms. Sor Sinet, Director of the Department of Legal Protection of the MOWA. It also included relevant stakeholders such as the USAID-EQHA II team, Provincial Health Department, Provincial Department of Women’s Affairs, and the Provincial Hospital team to discuss and prepare a plan for setting up the OSSU.Key dates for the preparation and establishment of the OSSU have been agreed upon, as well as the specific planning, location, and materials needed to set up the OSSU. USAID Enhancing Quality of Healthcare Activity II (USAID-EQHA II) is a five-year project (October 23, 2023–October 22, 2028) led by FHI 360 in partnership with the Khmer HIV/AIDS NGO Alliance (KHANA), Kawsang, ThinkWell, and Data Elevates. The project aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians. The USAID-EQHA II aligns with the Ministry of Health’s Fourth Health Strategic Plan (2023-2033) and USAID’s Vision for Health System Strengthening 2030. The project will build on the achievements of the Royal Government of Cambodia and its partners to enhance evidence-based policies, guidelines, and strategies for efficient health systems; improve individual and institutional capacity of both public and private sectors to implement, monitor, and evaluate quality assurance according to the national standards; and improve individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

With support from the USAID EQHA II, the Provincial Women and Children Consultative Committee (PWCCC) in Battambang organized an annual meeting to summarize the results of providing multi-sectoral services to gender-based violence (GBV) survivors in 2024. The meeting focused on strengthening multi-sectoral collaboration in assisting GBV survivors.? The meeting was attended by 101 participants from relevant institutions who shared experiences and collaborated to provide services to GBV survivors. Key outcomes of the meeting included understanding the achievements within the province, identifying barriers encountered, finding appropriate and timely solutions, and providing information about services and locations of One-Stop Service Units (OSSUs) for assisting survivors at the Battambang Provincial Referral Hospital.

BEmONC coaching is essential for improving the capabilities of healthcare providers, particularly midwives. Ms. Moa Sochorda, a participating midwife, said that BEmONC coaching significantly enhances midwives' skills and knowledge, especially in resuscitating non-breathing newborns through hands-on practice with mannequins. "Continuous coaching BEmONC empowers our midwives with best practices, proficiency in obstetric emergencies, and quality improvement plans. This mentorship promotes teamwork and comprehensive care. Our professionals have mastered lifesaving techniques like newborn resuscitation using mannequins," said Ms. Moa Sochorda. USAID EQHA II, in collaboration with the Maternal and Child Health Program of the Department of Health and the district health offices of four operational districts in Battambang Province, conducted on site coaching at seven health facilities providing Basic Emergency Obstetric and Newborn Care (BEmONC) services. The coaching focused on enhancing skills using mannequins and equipment for resuscitating newborns who are not breathing. The aimed not only to impart knowledge and skills to service providers but also to enhance their ability to promptly resuscitate newborns and reduce neonatal mortality rates. Following this significant coaching, all health centers have formulated quality improvement plans and established several pertinent standards for implementing quality service enhancements.

On December 20, 2024, USAID EQHA II and NGO partners, in collaboration with the Ministry of Health and the Ministry of Women’s Affairs, organized a visit to the One-Stop Services Unit (OSSU) for Gender-Based Violence (GBV) at Battambang Provincial Referral Hospital. The visit aimed to learn about services for GBV survivors and develop action plans for similar units. Sixty-two participants from Kampong Thom, Siem Reap, Ratanakiri, and Kampong Speu attended, with H.E. Keo Dana, Deputy Governor, presiding over the event.

Kampong Chhnang Provincial Referral Hospital's One Stop Service unit (OSSU) supports survivors of Gender-based Violence with essential services such as offering a safe space and comprehensive support, including psychological aid, physical injury treatment, emergency contraception, HIV/AIDS post-exposure prophylaxis, Hepatitis B prevention, STD services, and forensic examinations. From January to October 2024, we have assisted 26 sexual assault survivors. On December 5, 2024 USAID EQHA II, implemented by FHI360 in partnership with the Department of Hospital Services of the Ministry of Health organized the training of the Nursing Policy and Procedure Writers Certification Course. The training was presided over by Her Excellency Prof. Im Sethikar, Secretary of State, Ministry of Health and aimed at building the capacity of 12 senior nurses from National Hospitals in developing hospital nursing policies and procedures that standardizes the process of care in the hospital. This two-day training (December 5-6, 2024) will be followed by a series of virtual sessions to equip senior nurses with the relevant skills and knowledge to develop and lead others in the development of nursing policies and procedures to enhance the quality and safety of care processes in their hospitals.
