The Houston Chapter of the United States Association for Energy Economics met today for lunch. Our speaker was Jesse Thompson, business economist with the Federal Reserve Bank of Dallas. Jesse did a great job. His presentation was interesting, informative and entertaining. Our chapter meetings are a great way to learn more about the energy industry and to stay connected with coworkers and friends. It was great to see former colleagues Amy Brock and Jeff Otten from Chevron and longtime friends Andrew Slaughter, Anastacio Baleva, Michelle Michot Foss and others. A very enjoyable lunch. Kaiyi Zhang, a PhD student in the Texas A&M University - Department Agricultural Economics and my teaching assistant this semester was able to attend. We encourage student involvement! John Bistline from EPRI discussing the effectiveness of energy subsidies at the ASSA Annual Meeting. His research explores the impact of inframarginal investments, particularly in the context of power sector tax credits augmented by the Inflation Reduction Act. A significant portion of wind and solar capacity additions (1/3 and 1/2, respectively, in states without mandates) are inframarginal, meaning they would have occurred even without subsidies. Models used in his study suggest that 28-72% of investments would proceed without IRA's power sector credits. Despite increased abatement costs due to inframarginal participation, the average abatement cost ($96/t-CO2) remains below recent social cost of carbon estimates ($100-360/t-CO2).
