Last week, we broke ground on Margaret Carter Commons—a major step forward for housing equity in Portland. This new 62-unit affordable housing community in the Overlook neighborhood will provide affordable, stable housing for older adults, prioritizing longtime residents displaced by urban renewal through the N/NE Preference Policy. ?? Project Highlights: ? 21 apartments for households earning 30% or less of the area median income (AMI) ? 41 apartments for households earning 31-60% AMI ? $8.1 million in funding from Metro’s voter-approved Affordable Housing Bond ? $300,000 from Metro’s transit-oriented development program ? Land donated by Kaiser Permanente, adjacent to the Overlook Park MAX station Named in honor of Senator Margaret Louise Carter, Oregon’s first Black woman elected to the legislature, M Carter Commons represents more than just housing—it is a commitment to restoring communities, addressing past injustices, and ensuring seniors can age in place with dignity. This project is made possible by the leadership of Northwest Housing Alternatives and Urban League of Portland, along with public and private investment. She’s also going to ask you pointed questions and tell you tough truths if that’s what you need to hear. But when you leave, you will know that you are cared for, loved, and important to your community. As we mark the opening of the?Margaret Carter Commons, let us recognize all of her phenomenal achievements only after we celebrate her deep faith and faith in humanity. And let’s take a moment to marvel at a story where a girl singing church hymns in rural Louisiana can grow up to be a?trailblazing leader?for the entire state of Oregon! ???Official press announcement below??? Join us for the M. Carter Commons Groundbreaking Celebration! Wednesday, March 12 | 3 PM - 5 PM Kaiser Town Hall?(Program + Refreshments) Followed by a walk to the site for photos The project will prioritize applicants who have been impacted by urban renewal in North and Northeast Portland. Urban League of Portland will lead outreach, as well as culturally-specific and responsive services in collaboration with NHA’s real estate development and asset management teams. The project, located on land donated by Kaiser Permanente, will be named M Carter Commons after Margaret Louise Carter, Oregon’s first Black woman legislator. The project is directly adjacent to a light rail stop with frequent access to local services, activities, and regional mass transit connections. The site is across the street from a Kaiser Permanente medical campus and within one block of the historically Black Albina District neighborhoods. The project is ideally located for affordable senior housing. The project will be developed with a variety of funding sources including Metro Affordable Housing Bond, Interstate Corridor Urban Renewal Area (ICURA) Tax Increment Funds, 4% LIHTC, Tax Exempt Bonds, OAHTCs, Metro TOD funds, PGE Renewable Development Fund grant and Portland Clean Energy Funds. Sixty years after the Bloody Sunday assault on Civil Rights, we must continue forward. That’s why I marched in Selma, Alabama this weekend to honor our history. I firmly believe you must know where you’ve come from before you can set a course on where you are going. And we have got to continue forward, even if the world seems like it’s spinning in the opposite direction. Tens of thousands of us came to this sacred place, where our elders were badly beaten for having the audacity to ask to be treated equally. To be educated equally. To have an equal shot at owning a home, or an equal opportunity to see a doctor. To have an equal chance of success as the next person. Isn’t that the American dream? For demanding equality, more than six hundred of our elders were attacked and bloodied on one of the darkest days in our history as a country. I know that when some watched us march today, they get resentful and offended such a dark day would even be remembered. There are those who would question why anyone would spend their time in remembrance. But like I said, you have got to know where you are from to know where you are trying to go. And I remember not just that our elders marched, but what they marched for: to be treated equally. To have an equal shot at owning a home, or an equal opportunity to see a doctor. To have an equal chance of success as the next person. Not rigged. Not special. Just equal. If you think you have gotten an equal shot in the United States, I’m happy for you. Congratulations. But for those of us who don’t feel like we’ve gotten an equal shot, then I got a question for you: You showing up next year? Because until all of us have equality, none of us do. And if none of us have it, we all should be marching. See you at Selma ’26.

This Jubilee weekend, we join civil rights organizations, urban leagues across the nation, and other key groups in commemorating the courage of those who marched for justice and the right to vote. As we stand in Selma, we reflect on the resilience of those who came before us and renew our commitment to the ongoing fight for equality and democracy. As Black history month comes to a close, we want to highlight the incredible contributions of Black Americans to housing work and equity. From the Civil Rights Movement to today's housing justice movement, Black activists been at the forefront of this work and shown us change is possible. Pictured here is the Fairfield Apartments during the 1950s. Just this last year, Urban League of Portland reopened the building after renovating it and leading its preservation. Now it has 75 units of permanent supportive housing. Urban League of Portland provides culturally responsive services to residents. The reopened Fairfield Apartments is a great example of how communities can work toward dismantling systemic barriers so that everyone can live in a healthy, safe, and affordable home, regardless of their race or ethnicity. This work extends far beyond the month of February, and we all have a role in creating a more inclusive world.
