“The idea of a machine that functions without human judgement, to pull the trigger to kill human beings, that idea itself is quite repugnant” says High Representative for Disarmament Affairs, Izumi Nakamitsu, in a new documentary produced by the Future of Life Institute (FLI), released on 26 March 2025. In the documentary, Nakamitsu recalls the longstanding position of the UN Secretary-General that States should conclude, by 2026, a legally binding instrument to prohibit lethal autonomous weapons systems (LAWS) that operate without human control and cannot comply with international humanitarian law, and to regulate all other types of autonomous weapon systems. At the UN, States are actively addressing risks posed by LAWS. A General Assembly resolution was adopted for the first time on this topic in 2023. In addition, for nearly a decade, States have addressed this issue within the framework of the Convention on Certain Conventional Weapons through a dedicated Group of Governmental Experts. The Group continues to work on a set of elements to develop an instrument and other possible measures to address LAWS. In September of 2024, through adoption by the General Assembly of the Pact for the Future, States committed to advance these discussions with urgency. ?????Welcome to the 2025 cohort of the United Nations Disarmament Fellowship Programme!? ? In Geneva, Switzerland, 24 government officials were welcomed by Ms. Mélanie Regimbal, Chief of Service at UNODA, and had the opportunity to meet with alumni of the Fellowship Programme. ? ???The Fellowship Programme, which has been running since 1979, has trained over a thousand officials in the fields of disarmament, non-proliferation, and arms control. The Programme combines e-learning, research, and study visits to international organizations and countries, upon their invitation. Its goal is to train and specialize national officials, particularly from developing countries, enabling their participation in international fora focused on disarmament, non-proliferation, and arms control. ?
