Cleveland City Council is considering a $1 million program to empower renters, protect their rights, and organize against neglectful landlords. If passed, this program would connect tenants to critical resources through a collective approach. As Ken Surratt, Chief Development and Investment Officer at United Way of Greater Cleveland, puts it: "This program was designed to help tenants in a collective fashion, to address issues with the common landlord, so tenants don’t have to do it individually. They have the power of their voices together to seek the resolution they need to be housed faithfully and stably."
