On September 4, 2024, three Decrees have been published in Belgium Official Gazette, implementing measures related to repairability index, scored from 1 to 10, for eight product categories, as introduced by the framework “Act respecting the promotion of repairability and durability of goods” (the Act) adopted on March 17, 2024. These Decrees, which will enter into force on May 2, 2025, determine: ? The list of goods covered by the repairability index, the technical standards used to establish the scores and the method of calculating the index ? The procedures for communicating the index and its format; and ? Terms and conditions for the display of the index. Starting from May 2, 2025, publication date of the Act, the repairability index will be gradually implemented over 18 months and 24 months, respectively for large and small enterprises. Products covered by the repairability index are dishwashers, vacuum cleaners, high-pressure cleaners, lawnmowers, laptops (excluding tablets), bicycles, e-bikes and e-scooters. On September 27, the European Commission has published Commission Delegated Regulation (EU) 2024/2555 amending Regulation (EU) 2019/1021 as regards hexabromocyclododecane. This Regulation amends Annex I to Regulation (EU) 2019/1021 on persistent organic pollutants. Specifically, this shall apply to concentrations of hexabromocyclododecane equal to or below 75 mg/kg (0,0075 % by weight) where it is present in substances, mixtures, articles or as constituents of the flame-retarded articles. For the use of recycled polystyrene in the production of EPS and XPS insulation material for use in buildings or civil engineering works, point (b) shall apply to concentrations of hexabromocyclododecane equal to or below 100 mg/kg (0,01 % by weight). The exemptions laid down in this Regulation shall be reviewed and assessed by the Commission by January 1, 2026. Japan’s Ministry of Economy, Trade and Industry published Cabinet Decision on the Bill for the Act for Partially Amending the Consumer Product Safety Act and Other Related Acts - Safety of Products for Children, e.g., Toys. The revised Act aims to stipulate provisions in which: the manufacturers and importers of specified products for children (mainly products that are utilized primarily in children's everyday lives and require indication of the intended age range and precautions for use) are required to have the products meet the technical standards stipulated by the Government of Japan and indicate a warning about using the products, including the intended age range and precautions for use.
