Our degree programs in Chicago provide students with the skills and knowledge they need to effectively confront the problems that challenge the civic, fiscal, and economic sustainability of our neighborhoods, cities, and regions and to lead the organizations and policy networks critical to the quality of life in our urban communities.

Weekend's are for research notes! ????? ?? Dr. David Merriman unpacks "Who benefits and who is hurt by the homestead tax exemption?" This non-technical paper shows that homestead exemptions, which are supposed to lower property tax burdens of homeowners, will fail to do that under reasonable assumptions because they raise the cost of owner-occupied housing. Even if housing prices are not affected by homestead exemptions some owners will not benefit from the exemptions because property tax rates will rise. ??
