The U.S. Biochar Coalition industry trade association unifies the voice of biochar, agriculture, forestry, climate tech, and carbon removal industry stakeholders in advocacy for and development of market, policy, and economic conditions to catalyze biochar industry growth. Our Mission - Advocate for legislative, policy, & regulatory action to build & open markets for the production & use of biochar in the U.S. - Raise federal policy, legislative & regulatory awareness of the benefits of biochar systems & products to break down barriers to growth - Deconstruct silos between the biochar business community & end use market sectors to cross pollinate opportunities for growth - Unite industry leaders, create opportunities for collaboration, build a platform for action Biochar is the solid material obtained from the thermochemical conversion of biomass in an oxygen-limited environment. In addition to biochar’s many agronomic, environmental, electrochemical, and structural benefits, it is a carbon dioxide removal (“CDR”) taskmaster. 1 ton of high temperature biochar placed into a durable sequestration permanently removes 3 tons of CO2 from the atmosphere, fixing the CO2 stored in biomass & taking it out of the carbon cycle for millennia. When applied to soils for regenerative agriculture, soil health, landscape restoration, & biodiversity preservation, biochar amplifies its CDR impact by activating and strengthening natural CDR systems. Biochar has immense potential to stimulate innovation & growth of the bioeconomy by reducing the carbon intensity & enhancing the performance of hard to abate products: construction materials, cement, plastics, and more. There is no more powerful climate solution available to us. It is time that all key stakeholders and decision makers in the climate change, agriculture, biodiversity, finance, adaptation, & resiliency ecosystems recognize the value of biochar & step up to rapidly deploy it. We have no time to lose.

Biochar Policy Update: A Tumultuous Week in Washington What was expected to be a week defined by President Trump’s first address to Congress in his second term has instead been overshadowed by shifting tariffs, crumbling alliances, and a federal workforce navigating policy changes amid firings. Amid the chaos, here’s what you need to know about biochar policy: ?? Government Funding Deadline – March 14th? Congress is scrambling to pass a Continuing Resolution (CR) to keep the government funded at FY 2024 levels for another six months. With a narrow House majority and conservative opposition to CRs, passing the extension will be a challenge. ?? Budget Reconciliation & Biochar in 45Q? Both chambers are negotiating budget reconciliation, and USBC is actively working to include biochar eligibility under Section 45Q of the tax code. ?? Farm Bill Priorities? The Farm Bill Extension expired on September 30, 2024, and Congress is gearing up to draft a new one. USBC is finalizing our priority list for House & Senate Ag Committees to ensure biochar plays a critical role in future ag policy. ?? Looking Ahead to FY 2026 Appropriations? Despite still operating under FY 2024 funding, the focus is shifting to FY 2026 Appropriations. USBC will push to reinstate biochar research funding and language recognizing its agronomic benefits. ?? Legislation on the Horizon? - The Fix Our Forests Act is in discussion.? - An updated CDR Leadership Act is expected soon.? - Additional biochar-relevant bills will emerge in the coming months, and USBC’s policy team is ready to advocate on the Hill. ??     ????? New US CDR Policy Rulebook: Don’t make it the star of the show ????? ?? In January, the bipartisan Fix Our Forests Act (H.R.471) was introduced by Representative Bruce Westerman into the new Congress. The legislation focuses on mitigating wildfire risks, restoring forest resilience, and improving stewardship through collaborative and science-driven approaches. Yet, in this bill, there are also strong provisions for biochar carbon removal (BCR). ? With cosponsors from both parties, the bill moved with lightning speed through the House, passing with a 279-141 vote and will now pass onto the Senate. ?? While BCR’s role in carbon sequestration and carbon dioxide removal (CDR) is acknowledged, it is not the bill’s central driver. The Act highlights biochar as a critical tool in conservation, wildfire prevention, and land restoration. ?? The bill does: ?? Mandate establishment of biochar demonstration projects ?? Maximum 35% of capital costs covered ?? At least 50% of feedstock must come from forest thinning ?? This type of bill might be indicative of how future CDR-related policy could be successful in this new political era. Not as standalone climate policies, but as integrated components within broader forestry, land management, economic development, and agricultural legislation. ?? Could this pragmatic, co-benefit-driven approach be the most viable path forward for large-scale CDR policy adoption in the US? What are your thoughts? ??     Thanks again to our incredible partners at both Calaveras County Water District and #NFCP! We really appreciate the support of CCWD in helping evangelize of the benefits of forest AND watershed stewardship as well as the catastrophic wildfire risk reduction that goes along with it. How this technology can help counties and communities make their critical public infrastructure more resilient in the face of wildfire AND cheaper to operate AND reduce the risk of having to rebuild them post fire AND deal with PFAS AND promote recycled water AND improve energy security. It's like a win win win win. (win^n?) I know the current environment for support this is fraught but it is urgent that we keep this community scale model going! With friends like these we can't fail!
