The U.S. Army Corps of Engineers Galveston District, established in 1880, plays a key role in America’s well-being by keeping waterways open for navigation and commerce and serves the nation as part of the world’s largest public engineering, design and construction management agency. As Hurricane Milton showed in October, storm surge can be particularly severe when hurricanes rapidly intensify near the coast. In 2018, Hurricane Michael intensified from a Category 2 to Category 5 in just one day, leading to a surge of 14-18 feet in parts of the Florida Panhandle.[PBNCUC(1]?[BP2] The objectives of the overall S2G Project include: ·????????Reducing risks to human life from coastal storm surge. ·????????Reducing economic damages to residents, businesses, and infrastructure. ·????????Enhancing energy security by reducing storm surge risk to petrochemical facilities. ·????????Reducing adverse physical economic impacts to waterways used for recreational and commercial purposes. The S2G Project is designed to mitigate storm surge risk, regardless of when it may occur during the June 1 to November 30 Hurricane season. While rare, November hurricanes can still occur along the Texas coast. Only three November hurricanes have churned into the Gulf of Mexico during the 20th century. Cold fronts generally steer tropical cyclones away from the Texas coast late in the season, and even cause hurricanes to stall and dissipate. Such was the fate of Hurricane Jeanne on Nov. 16, 1980.
