“When we think about highway expansion, it’s not just the highway that you’re building,” Corrigan Salerno said.?“What you’re doing is accommodating a car-centric way of life.”
The 2021 infrastructure law’s historic $643 billion, five-year investment in transportation could end up adding the equivalent of?77 million more cumulative metric tonnes?of carbon emissions by 2040, compared with projected baseline levels without the Biden-era program, according to an analysis by Transportation For America released Nov. 14. Corrigan Salerno, lead researcher on the report, said the "large glut of funding" led states to fulfill highway expansion projects they'd been waiting to do, ultimately leading to more motor-vehicle related CO2 emissions.

The IIJA just turned three — since it’s passage, states have had immense opportunities to transform our transportation system to be more equitable, efficient, and accessible to everyone by all modes. In our new Fueling the Crisis report (https://lnkd.in/eaRzWAau) I authored at Transportation For America, we individually evaluated over 64,000 infrastructure law projects to see what states have really done with the bill. Our dataset, totalling over $150 billion in investments across dozens of programs with data sorted down to the county level and categorized to help determine the IIJA’s true climate impact. So far, states are on track to spend the bill in ways that increase GHG emissions over pre-IIJA baseline projections. We find that if spent as it has been under the IIJA so far, every million dollars invested in the National Highway Performance Program could induce an additional 672 tonnes of CO2 over baseline transportation levels. If both fiscal and environmental sustainability priorities are going to matter in the next reauthorization, the largest programs need guardrails so we don’t leave deficits and the planet worse than we found them.
