This newsletter is mailed to each utility customer in the bill and be viewed from our website. Governing Board: Troutman's governing board consists of Mayor Teross Young and a five member town council. Town Council members are Paul Bryant, Paul Henkel (Mayor Pro Tempore), Judith Jablonski, James Troutman and Sally Parker Williams. The Town Council meets second Thursdays of each month at Town Hall at 7:00 pm. Town Council meetings are open to the public. In September of 2014 the State Demographer’s Office estimated Troutman’s current population to be 2,515. Troutman was established in 1905.
