Town north of Boston, MA Reading's original settlers came from England in the 1630's to the Massachusetts Bay Colony. Many arrived through the ports of Lynn and Salem. In 1639 some citizens of Lynn petitioned the government of the Massachusetts Bay Colony for "place for an inland plantation." The General Court granted them six square miles, then an additional four. The first settlement called Lynn Village was on the south shore of the Great Pond, what is now known as Lake Quannapowitt. On June 10th, 1644 the settlement was incorporated by the House of Deputies as the Town of Reading, taking its name from Reading, England. The first church was organized soon after the settlement, and the first parish, later known as South Reading, became Wakefield in 1868. A special grant in 1651 added land north of the Ipswich River to the Town of Reading. This area in 1853 became the separate Town of North Reading. During its early years, the area which is currently the Town of Reading, was known as Wood End, or Third Parish.

It was a pleasure to cut the ribbon at the grand opening of our new conservation park in Town of Reading, MA Thanks to Congressman Seth Moulton and our local and state delegation for helping to make this possible. Please come out and enjoy this revitalized area.
The Town of Reading has implemented several initiatives to enhance environmental sustainability and water conservation. Reading has acquired dozens of acres of wetland and open space, which has allowed for the promotion of native plants, along with new rain gardens, and ensured stormwater detention in new subdivisions. Water conservation efforts include annual leak detection, a SCADA system for monitoring breaks, sewer inflow and infiltration reduction, water flow metering, and automated water meter reading. Recent irrigation improvements also tie into weather reports to avoid watering on rainy days. Our new comprehensive Stormwater Management Program with updated regulations allows for public education messaging, and extensive sampling programs for stormwater quality also. Reading has undertaken a variety of energy initiatives aimed at improving efficiency and sustainability. In the past five years, we can attribute a savings of more than $2 million dollars to these initiatives, which includes 15,964,516 lbs. of carbon dioxide reduction! Previous efforts include the installation of condensing boilers, variable frequency drives at the Sturges Pump Station and several water booster stations around town, the implementation of a solar pre-heat wall at RMHS, LED lighting conversions at nearly all Town-owned buildings, solar domestic hot water systems at the police station and both fire stations, and comprehensive weatherization to further enhance energy efficiency within all town buildings and schools, all of which have significantly reduced energy consumption in Reading. Additionally, the Town has replaced gas mains, switched to 100% LED holiday lights (more than 25,000 lights!), and adopted electric tools and natural gas generators for better performance and reduced emissions. Upcoming projects will include solar panel installation with Parker Roof and RMLD, and a net zero emissions plan for Town facilities. These initiatives collectively contribute to a greener, more sustainable community. Reading has done a great job of bringing sustainable practices and services to residents, including curbside composting (Black Earth Composting), curbside textile recycling (Simple Recycling), rain barrels, home composting bins, the Compost Center, mattress recycling (Tough Stuff recycling), and the Community Gardens at Mattera Cabin. Residents can subscribe to the Black Earth Composting program by visiting https://lnkd.in/d5yt26Mc. The more residents that subscribe, the lower the subscription price – and we are very close to the next threshold (less than 10 households away)! We have even moved our schools over to Black Earth Composting for cafeteria compost. Gardening is another way to live a sustainable life, whether at home or in our spectacular Community Gardens at Mattera Cabin. This year, to partner with the expanded planting area, we opened a new pavilion that employs a rain-capturing system to sustainably feed the gardens, created a new pollinator garden in the meadow area, and built a beehive supplied by local keepers. Additionally, RMHS offers an herb garden to help students learn sustainable gardening practices. We also planted additional pollinator gardens at Castine Field with the help of local residents. Our snow and ice operations also include sustainable practices to minimize salt usage and vehicle runtime by optimizing driving routes in order to maximize the efficiency of the snow/ice removal operation to ensure that the operation is completed in the timeliest and most cost-effective manner possible. This week marks Climate Week and the first time in Reading we have taken time to mark the policies, initiatives, savings, and programs undertaken in our community by staff, residents, and volunteer leaders. Talking with staff about the work we do on sustainability, energy efficiency, and protecting our environment, all that has been done in Reading is truly impressive. Now it is time to showcase just a little bit of that work this week for our residents. This week is also a great time for each of us to take stock of our own efforts, and reflect on how we can live sustainably and love on our little corner of the planet. Each day we will highlight a different theme and tell you just some of things we are doing to keep Reading green. The week will go actually a couple of days longer to culminate in the Grand Opening of the Maillet, Sommes & Morgan Conservation Land project on October 1 at 3:45PM. We hope the public will join us and take time to explore the new trails, ponds, and boardwalks of this magical pocket of land. We look forward to sharing themes on Energy, Nature, Transportation, Environmental Justice, Sustainable Living, and Policies this week, and we welcome your stories as well.

Jayne Wellman Promoted to Assistant Town Manager Following a robust search process that brought many highly qualified candidates, Town Manager Matthew Kraunelis is pleased to announce the appointment of Jayne Wellman to Assistant Town Manager. Wellman previously served as the town’s Director of Operations, where she oversaw procurement, risk management, and Town communications. In her new position, she’ll serve as the Town’s Ombudsman and head the joint Administrative & Public Services Department while maintaining an active role in managing centralized Town procurement and communications matters, including overseeing the Town’s website and CodeRED communication platform. “I’ve worked with Jayne for the last eight years and have come to know her well. Her strong relationships with town staff and volunteers, keen wit, dedication, and knowledge around all things municipal government make her an excellent choice for this important role.,” said Kraunelis. “She has worked across many different major projects and initiatives in Reading during her tenure, from the website redesign to the Town budget to managing procurement for our largest expenditures, and I know she’ll continue to move Reading forward in this new role.” Wellman received her bachelor’s degree in economics from Tufts University and a graduate certificate in business from the University of Massachusetts Lowell’s Manning School of Business. Earlier this month, she completed her Master of Public Administration degree program from the Carsey School of Public Policy at the University of New Hampshire. As Reading’s procurement manager, she holds her MCPPO (Massachusetts Certified Public Purchasing Official) designation from 2017 through 2026. “I’m grateful for the opportunity to serve as Reading’s next Assistant Town Manager, blending my passions for local government and for service to move this vibrant community forward,” said Wellman. “I’m thrilled to come to work every day with such dedicated staff, engaged residents, and thriving businesses, all working together for Reading’s best future. I’m proud of what I’ve accomplished here already and look forward to the many new initiatives we have before us.” Wellman was previously Reading’s Business Administrator from 2016-2023, which evolved into her most recent position for the Town. Prior to her time in Reading, Wellman spent a decade as a news editor and reporter and also held roles in technology and business consulting and customer relations. A dedicated civic volunteer, Wellman is active in government and philanthropy in Tewksbury. She served on the School Committee, as the Town’s first elected female Town Moderator, and on the Select Board, where she is currently in her second term. She also serves as the Chair of the Northern Middlesex Council of Governments (NMCOG). In 2021, Wellman co-founded 100 People Who Care Tewksbury, a philanthropic organization hosting quarterly community impact donation events to benefit local nonprofits.
