Manchester is a town in Hartford County, Connecticut, United States. Nicknamed the "Silk City" -- Manchester was a center of the American silk industry from the late 19th century to the mid-20th century. Today it is home to numerous businesses small and large, many public parks and trails, and the location of the great Thanksgiving Tradition: The Manchester Road Race which attracts thousands of participants each year. Manchester is organized under the council-manager form of government and as of the 2010 census, the town had a total population of 58,241 residents. The Town of Manchester provides its own Police Department, Fire Department, Public Schools, Municipal Water Service, Waste Water Treatment Service, and Landfill. The Public Works Department is comprised of eight divisions providing a wide breadth of in-house services.

The Town of Manchester is proud to announce it has received a 2025 Excellence in Risk Management Award from the Connecticut Interlocal Risk Management Agency (CIRMA). Manchester received the award for its exceptional commitment to community safety and collaboration through a comprehensive emergency training program for lifeguards. This initiative unites the Fire Department, Police, Ambulance Service of Manchester, and Department of Leisure, Families, and Recreation (LFR) in conducting surprise, unannounced drills that equip lifeguards with vital lifesaving skills and ensure a seamless emergency response. Manchester’s proactive approach has also led to significant strides in risk management across other areas, supported by CIRMA’s consultative services and assessments in playground, aquatic, and ergonomic safety. The Town’s dedication to these initiatives, guided by Director of Finance Kim Lord’s involvement on CIRMA’s Claims Advisory Committee, underscores a shared commitment to safety that benefits staff and residents alike. “We are honored and humbled to be receiving this award”, said Battalion Chief Matt Leroux and Recreation Supervisor Josh Charette. “It is a testament to the collaboration between town departments working towards the goals of protecting the safety and health of our residents”. “This recognition is proof of Manchester's unwavering commitment to community safety and innovation. Federal, state and local elected officials recently gathered with town staff and residents at 1041 Main Street (site of the former Webster Bank building) to celebrate the award of funds to build Manchester’s new public library. With a banner depicting the new library’s exterior and interior designs in the background, U.S. Senator Richard Blumenthal, Lt. Governor Susan Bysiewicz, State Senator MD Rahman, and State Representative Jason Doucette joined Mayor Jay Moran and members of the town Board of Directors trumpeting the collaborative approach that is making this project possible. Brian Murphy, chair of the Library Building Committee, said, “We greatly appreciate the financial support our state and federal partners are providing to assure Manchester residents have a state-of-the-art library that will serve generations to come.” Library Board chair, Miriam Byroade, added, “Manchester voters overwhelmingly passed a funding referendum in 2022 in support of the new library which is one of the most highly utilized libraries in the state. We are excited to see this vision become a reality.” With Webster Bank now located across Maple Street at 1007 Main Street, town officials anticipate that site preparation and building construction will begin in early 2025. It is estimated that construction will take about 16 months with a grand opening slated for mid-2026. #manchesterCT

The Manchester Water and Sewer Department (MWSD) is updating its water service line inventory and will notify customers of service lines containing lead, galvanized iron, or unknown materials. This is in accordance with the EPA’s updated Lead and Copper Rule Improvements (LCRI), effective October 8, 2024, and aligns with the Town’s commitment to public health. MWSD will notify affected customers by letter, requesting their cooperation in completing an online survey to assist with verifying service line details. The current inventory includes approximately 16,100 service lines. Of these, the Department identified over 4,900 as non-lead, 460 as galvanized iron which will require replacement, and less than 10 have been identified as lead. This leaves nearly 11,000 services with unknown materials to be identified. The Town of Manchester today announced that 942 Main Street, a building located prominently on Main Street, will undergo demolition marking another milestone in the ongoing revitalization of Downtown Manchester. Starting November 1st, the building will be completely demolished, the lot cleared, backfilled with clean soil, and the site will be graded and stabilized in preparation for future development opportunities. In addition, earlier this month Webster Bank completed its relocation to its new branch at 1007 Main Street, paving the way for 1041 Main Street, its previous branch location, to be demolished for the construction of Manchester’s 21st Century Library. Demolition of the old Webster building will commence early in 2025, and the new library construction will take approximately 16 months, with a grand opening in 2026. “Downtown Manchester’s forward momentum continues with these two exciting projects,” said Mayor Jay Moran. “As these sites get redeveloped over the next few years, this area of Manchester will continue to be a premier location to work, live, and play.”. 942 Main Street has long been a target for redevelopment, given its location in the heart of Downtown. Demolition is scheduled to commence on November 1st and will be completed over the first few weeks of November. The Town has coordinated with the Manchester Road Race Committee to ensure there will be no disruption to the Road Race with demolition debris removal and site restoration occurring after race day. Maintaining the main branch of the Manchester Public Library Downtown is a crucial component of the 21st Century Library project. A 2022 study of the Economic Impact of Mary Cheney Library showed that ? More than 1/3 of visitors to Mary Cheney Library come from outside Manchester, ? More than 1/3 of visitors made another stop Downtown either before or after their library visit, and ? Visitors to the library make up +/- 4% of all Downtown visitors. “We appreciate the understanding and support of our residents and businesses as we kick off these exciting projects, which will help ensure that Manchester has one of best downtowns in the state,” said Steve Stephanou, Town Manager. “Also, we would like to thank our community partners, notably Webster Bank, for making these projects possible. We look forward to keeping everyone informed as plans progress.”

Town of Manchester to Receive $2.2 Million in Tax Credits for Bowers School Project, Saving Taxpayers Millions. The Town of Manchester is pleased to announce a significant financial milestone with the forthcoming receipt of $2.2 million in tax credits for the Bowers School project. This achievement will create a substantial reduction in the debt issuance needed for the project, thanks to strategic collaboration with auditors to leverage the IRA (Inflation Reduction Act) clean energy tax credits. "We are proud to have saved our town millions of dollars by strategically applying for IRS clean energy tax credits," said Kimberly Lord, Town of Manchester’s Finance Director. "This initiative not only benefits our community financially but also contributes to a sustainable future for generations to come." The Bowers School project is the first of several initiatives under the Town's plan to utilize tax credits provided by the Inflation Reduction Act. Following the success of the Bowers submission, the Town is preparing to submit for tax credits for the Keeney School Project, and New Library Project with expectations of similar financial benefits. "Securing this cost savings through the IRA clean energy tax credits is a testament to our town's commitment to both financial stewardship and sustainability,” said Town Manager Steve Stephanou. “I commend Director Kim Lord, Facilities Project Manager Chris Till, Clifton Larson Allen (CLA), and the entire Town project team for their diligent efforts in achieving this significant milestone.” The IRA provides a variety of incentives for clean energy. Many of these tax credits and rebates are aimed at individuals and households to transform their energy use and consumption. For the first time, local governments are positioned to take advantage of these credits directly. The Town of Manchester launched a new website for potential investors and stakeholders looking to invest in issued bonds by the Town. These bond issuances allow the Town to finance investments in public infrastructure throughout Manchester.
