The Town of Leesburg recently celebrated the retirement of Betsy Arnett, who joined the Town in 2002. Betsy joined Town staff as Director of Economic Development in 2002. Over her 20+ years, she served in a variety of roles, including Research Manager; Research & Communications Manager; Public Information Officer; and in her current role as Senior Management Analyst. Amongst her proudest accomplishments while working for the Town of Leesburg was the Council’s adoption of the Business Development Strategy in 2003. She credits her former colleague Marantha Edwards with the success of the project. “Over the next five years, before I moved out of Economic Development, we accomplished a lot of the action items outlined in the strategy, like unified marketing materials and the Crescent District Master Plan. It’s amazing how well that Strategy has stood the test of time. If you look at the matrix that outlines the specific strategies and the short-, medium-, and long-term action items, most of them have either been accomplished or are still valid and being worked towards,” Betsy said. Betsy is also proud of her work in recreating the Town’s Public Information program. The Public Information Officer position had been eliminated in 2000, but former Town Manager John Wells recreated the position as Communications Manager—a role Betsy assumed during the Town staff reorganization he set in motion in late 2007. Current Town Manager Kaj Dentler changed the title to Public Information Officer when he became Town Manager in 2014. “I brought a lot of standardization across departments to our external communication efforts including the development of Brand Guidelines, saw the Town through two website redesigns, established policies for communicating with the media, and wrote a Strategic Communications Plan that identified our strengths and weaknesses, and outlined specific goals and action items,” she said. In retirement, Betsy is looking forward to pursuing a Master of Fine Arts in Playwriting. She has been an active volunteer with the Winchester Little Theatre for almost a decade, and recently saw her first play,?The Witness Tree, in production on WLT’s main stage in January. “I’m looking forward to spending more time pursuing my passion for theater without having to make a living at it,” she said. Betsy received her bachelor’s degree in Theater Arts from Texas A&M University and her master’s degree in Public History from the University of South Carolina. In between receiving her undergraduate and graduate degrees, Betsy served in the Air Force as a Command and Control Officer. She served on active duty for seven years, with assignments in Texas, Spain, England, and California, leaving active duty as a Captain. Best wishes to Betsy in this next chapter and we look forward to seeing her at the theater.

We recently bid farewell to one of our longer-tenured employees, Delane Parks, who recently retired after 35 years with the Town of Leesburg and 41 years of public service. Delane joined Town staff in July 1990 as a planner and held that role within several Town departments, including the Planning & Zoning, Plan Review, and Capital Projects departments, and the Town Attorney’s Office. Delane has been a member of the Community Development Department since the Planning & Zoning and Plan Review functions were merged into one department in October 2023. For Delane, his career milestones have been measured in small accomplishments, he said. “I think I was always most proud whenever I could provide some form of public service to a citizen and see the smile on their face or hear their words of appreciation. I was also very satisfied whenever I could insert myself into a contentious situation with citizens and developers and successfully mediate to create a calmer positive result,” Delane stated. Delane is a graduate of Virginia Tech, where he received his bachelor’s degree in Geography and a master’s degree in Urban & Regional Planning. Before he joined Town staff, he was the Planning Director for Washington County in southwestern Virginia for six years, making it 41 total years in public service. As he begins retirement, Delane said he is most looking forward to spending time with his wife, children, and grandchildren. Happy Retirement, Delane!
