We are pleased to announce the closing of $43M of Texas Infrastructure Program (TIP) bonds for Hines and their Myrtle Creek project. This 1,263-acre master-planned community in Waxahachie, Texas, will feature nearly 2,500 single family homes from 7 different homebuilders providing unique product offerings. Future residents will enjoy a host of high-end amenities, such as a lazy river, pickleball courts, playgrounds, parks, and trails. The Texas Infrastructure Program (TIP) is excited to have Truman Edminster, Senior Vice President at EHRA Engineering and a founding TIP member, as our program engineer. In this role, Truman and his team perform a review of district eligible costs and budgets for each community to ensure that everything is correctly represented. Truman is a third generation Houston engineer and is a Principal-in-Charge for EHRA Engineering – overseeing a variety of engineering activities and projects across Texas. Additionally, Truman is a past president of American Council of?Engineering Companies – Houston, and?a former?adjunct professor at UT-Tyler.? In Truman’s free time, he enjoys studying history and planning, particularly the leaders who developed the building blocks of modern society and great cities.

The Texas Infrastructure Program is proud to announce the closing of a $196M Municipal Utility District ("MUD") receivable financing, marking the largest MUD receivable transaction to date, and the first refinancing of its kind. This financing supports the continued development of four Starwood Land Communities -?Cypress Green, Lago Mar, Sierra Vista, and Sunterra— which will collectively deliver over 14,000 single-family homes and over 200 acres of commercial development, along with extensive amenities including two crystal lagoons. The Texas Infrastructure Program is proud to have Nancy Carter, Partner at The Muller Law Group and a founding TIP member, serving as our Program Counsel. Within this role, Nancy and her team perform due diligence of the district documents (creation, reimbursement agreements, lease agreements etc.), ensuring that everything is accurately reflected so we can close smoothly and on time. Nancy has been active in public finance, local government regulation, and state legislative matters since 2004. She has a long history of working with developers to structure and organize their agreements and district documents to best meet their long-term goals and vision. In addition, Nancy has worked closely with state legislators and staff members to draft legislation creating or amending the powers of special purpose districts throughout the state. Nancy graduated from Rice University with a B.A. and received her J.D. from Washington and Lee School of Law. In her free time, Nancy enjoys traveling with her family, dining in Houston’s China Town, and watching Formula 1.

The Texas Infrastructure Program (TIP) is thrilled to have Marcus Deitz, Partner and leader of the Orrick Houston Office, and a TIP founding member as our bond counsel. In this role, Marcus and his team perform due diligence on each transaction, draft all the bond documentation and perform the tax analysis that is necessary for a successful closing. Marcus has worked and held leadership roles for a variety of international law firms over the last 25 years. Since joining Orrick in 2016, he has continued to hold leadership roles in a public finance practice that works with a variety of local governments to help fulfill their financing needs. Marcus earned a BBA from the University of Texas at Austin and his J.D. from the University of Denver.
