The Hollywood Community Plan Update (“HCPU”) will be in effect starting February 11, 2025. The HCPU was originally adopted in 2012 and subsequently updated due to legal challenges, with the plan going through multiple iterations until final adoption and effectuation by the City Council this year. ? The HCPU updates the zoning for much of the Community Plan area and creates the Hollywood Community Implementation Plan Overlay (“Hollywood CPIO”). Properties located within the CPIO are subject to additional design and development standards and may seek approvals through a Hollywood CPIO affordable housing clearance process for multi-family residential projects meeting certain standards. Projects located within the HCPU are subject to Chapter 1 of the Los Angeles Municipal Code (“LAMC”) and must be designed pursuant to any updated zoning or land use designations as of effectuation of the plan. ? The Downtown Los Angeles 2040 (DTLA2040) plan took effect on January 27, 2025, after years of development. It is the first community plan to use the city's new zoning code, which updates zoning standards to a form-based system outlined in Los Angeles Municipal Code Chapter 1A. ? A key goal of DTLA2040 was to expand housing, achieved through increased commercial zoning and requiring inclusionary housing in much of the area. The plan also introduced the Downtown Community Plan Implementation Overlay (CPIO), which includes four subareas focused on historic and economic hubs like Bunker Hill, the Fashion District, and the Civic Center. ? Three6ixty is closely monitoring updates from state and local officials regarding rebuilding and reconstruction efforts. On January 13, Governor Gavin Newsom released an executive order aimed at expediting the reconstruction of homes and businesses affected by the fires. The order suspends certain state level permitting and project review requirements to facilitate a faster and more efficient rebuilding process. ? Key Provisions of the Executive Order: ? Suspension of Environmental Reviews: The order waives requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act for reconstruction projects. This measure is designed to eliminate delays associated with environmental assessments and permitting processes. Extension of Price Gouging Protections: To protect consumers from inflated prices during the recovery period, the executive order extends prohibitions against price gouging on building materials, storage services, construction, and other essential goods and services in Los Angeles County until January 7, 2026. Streamlining Rebuilding Processes: State agencies are directed to identify additional state/local permitting requirements and provisions of the California Building Code (CBC) that can be safely suspended or streamlined to accelerate rebuilding efforts and make them more affordable and efficient. Reports are requested for delivery to the Governor within 30 days. ? The executive order also commits to collaborating with the Legislature to identify statutory changes that can expedite rebuilding while enhancing wildfire resilience and safety. ?
