The Department of the Treasury, as Chair of the interagency Committee on Foreign Investment in the United States (CFIUS), has issued a final rule to enhance certain CFIUS procedures and sharpen its penalty and enforcement authorities. NLRB Bans Captive-Audience Meetings The NLRB has issued a major decision banning “captive-audience meetings,” where employers require employees to attend meetings in which employers expresses their views on unionization. Final Rule Issued on Outbound U.S. Investments in National Security-Related Technologies in Countries of Concern The Department of the Treasury has issued a Final Rule to implement President Joseph Biden’s Executive Order on “Addressing United States Investments in Certain National Security Technologies and Products in Countries of Concern.” The Final Rule makes various clarifications and changes to earlier versions of this new U.S. outbound investment regulatory regime and becomes effective on January 2, 2025. Currently, only the People’s Republic of China and the Special Administrative Regions of Hong Kong and Macau are identified as a “country of concern.” ??
