Neil Shekhter, a prominent Los Angeles landlord, has passed away. Shekhter moved to the U.S. in his teens, working his way up from being a taxi driver to heading companies that had a total portfolio of 2,400 apartments throughout Los Angeles County — until one of his firms surrendered control of more than half of its portfolio to lenders earlier this year.
